SPECIFIC REQUEST(S) OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve a fund raising event for the County Library, a Library 5K Fun Run to be held at the conclusion of
National Library Week on April 25, 2004 in Pleasant Hill, and authorize the County Librarian to enter into
agreements with local agencies and businesses in order to carry-out this event.

BACKGROUND:
Each year the County Library celebrates rational Library Week with a variety of programs. In light of current
year budget reductions, the Library is working to strengthen its revenue sources by developing a fund raising
event to be held at the conclusion of National Library Week in 2004. The 5K Fun Run is just one of many
events and activities that will be planned throughout National Library Week, all with the theme"Power Your
Body. Power Your Mind".
Library Commissioner Regina Brinker from the City of Oakley is working with a Library staff committee to
plan National Library Week activities including a 5K Fun Run; to be held on April 25, 2004, at the conclusion
of National Library Week. The 5K Fun Run will begin at the Pleasant Oaks Park in Pleasant Hill, behind the
Central Library, and may incorporate portions of the East Bay Regional Parks Canal Trail and East Bay
Municipal Water District Trail adjacent to the park. The Pleasant Hill Parks and Recreation District has
reserved the park space for this event and staff is working with the East Bay Regional Parks District to provide
the information they need 90-days prior to the event. Preliminary fund raising estimates are expected to be
available by February 2004. The Library will need to enter into non-financial and financial agreements with a
number of entities in order to implement the Fun Run. For example:
Organization Purpose of Agreement
Cities of Pleasant Hill and Walnut Creek Use of city streets
East Bay Regional Parks District Use of the Canal Trail
East Bay Municipal Water District(EBMUD) Use of the EBMUD Trail
Pleasant Hill Parks and Recreation District Use of Pleasant Oaks Park
An event management company Race timing, registration, staging and equipment
for the course,volunteer assignments
Costs will be paid from events proceeds. All rational Library Week activities, including the proposed 5K Fun
Run, will be posted on the County Library web site.
