RECOMMENDED ACTION: Approve and Authorize the Chief Information Officer of the Department of Information Technology or his designee to execute on behalfof the County an agreement with SBC to provide long distance,toll free,calling card and pay phone services in the amount of$240,000 for the period November 1,2403 to October 31,2006. II. FINANCIAL IMPACT: Using SBC for long distance,toll free,credit card and pay phone services will save the County an estimated$745,200 over the term of this agreement. 111. REASON FOR RECOMMENDATION AND BACKGROUND: The County has just completed a competitive bid for long distance,toll free,calling card and payphone services. SBC was the most responsive bidder offering the County the most competitive pricing for these services. Based on the SBC pricing,.the County should save an estimated$20,700 per month,an overall saving of 47%.This includes$15,000 per month the County has been saving over the last 10 months by entering a one-year agreement with SBC for toll free services in November 2002. FISCAL IMPACT The cost is covered by revenue received from application fees paid by developers. BACKGROUND/REASONS FOR. RECOMMENDATIONS The contract amendment is needed to increase the contract limit and extend the term. The level of effort required by the consultant is more than,expected due to the complexity of the project, including changes proposed by the Applicant subsequent to entering the contract with Scheidegger and Associates. Additionally, requests for additional detail and other input from the County and other responsible agencies related to the Administrative Dram Environmental Impact Report required more effort than initially budgeted by the consultant. Project No. 4500-6X5496 (District IV) , SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Public Works Director,or designee,to execute on behalf ofContra Costa County, an amendment to a demolition contract between Contra Costa County and Evans Brothers Inc.,effective September 3, 2003 to increase the payment limit by$3,000.00 for a new maximum payment limit of$42,392.00 in connection with the Hookston Station Relocations Project(Ashby Lumber site), Pleasant:Hill area. II. Fiscal Impact:Payments under this contract will be from funds provided by the Contra Costa County Redevelopment Agency. Costs will be charged directly to the project. III. Back round and Reasons for Recommendations: On August 5,2003,the Board approved the original contract with Evans Brothers,Inc.,in the amount of$39,392.00. After the contract was let, the contractor identified additional environmental work that would cost an additional $300.00 to remove. The above referenced amendment increases the total contract payment limit by$3,000.00 for a new payment limit of$42,392.00. This amendment will cover any other unforeseen items,which may come up during the demolition of the site that requires additional action by the contractor in order to keep the project on track and to ensure public safety. IV. Services under this contract directly support two community outcomes identified in the Contra.Costa Children's Report Card: "Families that are Economically Self-Sufficient", and "Families that are Safe, Stable and Nurturing"by providing refugee case management and employment services to assist families in obtaining and sustaining non-subsidized employment. RAC.`iKt xRIJUND! Contra Costa County has experienced a significant increase in the Refugee Cash Assistance(RCA)program caseload. These refugees are difficult to serve as they come from several countries in Africa,Asia,Eastern Europe and the Middle East and speark a variety of languages. 'Without intensive language supported employment services, it is anticipated they will not become self-sufficient by the time their 8-month time- limited eligibility for federal RCA benefits expires and therefore,become dependent on the County General Assistance Program. The Contra Costa County Department of Education provides services to recipients of Refugee Cash Assistance, including but not limited to,case management, interpreter services,referral to ESL,/training resources,job search assistance,job placement, referral and assistance in obtaining social security benefits,training and work transportation assistance, and advocacy services. The goal of the program is to assist newly arrived refugees to become self-sufficient through employment. In addition to refugee employment services, the KESS funding includes up to $2,000 for purposes of coordinating an annual public event to celebrate the achievements of refugees, raise awareness of the contributions refugees have made to the community, and promote the Refugee Resettlement Program in California. The local labor market research information is data used to develop programs implemented throughout the workforce system. The outcomes of the market research allow strategic planning of future workforce programs to be administered by Workforce Development Board. The labor market research Occupational Outlook and Training Directory for Contra Costa, and Career Ladder identify unmet needs for which training programs can be initiated to assist individuals in obtaining and maintaining unsubsidized employment.
