BACKGROUND- The Board most recently approved multiple cost-saving measures for the Community Services Department (CSD) on May 6, 2003 (c. 72) as part of a $2.1 million expenditure reduction plan. CSD was successful in attaining targeted savings levels for FY 2002-03. The positions abolished as specified in Attachment A (Resolution Number 2003 /577_), incorporated herein, will allow CSD to reconfigure the staffing pattern in its traditional part day, part year Head Start classrooms. Projected cost-savings from this staffing pattern realignment in FY 03/04 will allow CSD to continue to operate its part-day Head Start classrooms on a traditional calendar, while ensuring maximum continuity of services to low-income families. CSD anticipates that all employees displaced by this resolution can bid into existing vacancies in the Department's full-day classrooms within the FACS Associate Teacher-Project classification. Abolishing Ten (10) Community Services Department FACS Associate Teacher- Project Positions and Laying Off Employees The Contra Costa County Board of Supervisors in its capacity as governing Board of the County of Contra Costa and all districts of which it is ex-officio governing board RESOLVES THAT: 1. The Board has considered the Community Services Department (CSD) staff reduction plan as it pertains to the affected Head Start prograin. 2. Abolishing these positions will facilitate the ability of CSD to keep expenditures within the limits of available funding for its early childhood education programs. 3. CSU shall issue layoff or displacement notices as necessary, and give notice to affected employees of the Board's action. 4. The Employee Relations Officer shall give notice of this Resolution to recognized employee organizations representing employees impacted by this action. 5. To the extent that the subjects of this Resolution are within the scope of representation pursuant to the Meyers-Milias-Brown Act(Government Code Section 3500 et seq.), this Board offers to meet with recognized employee organizations upon request concerning this resolution. 6. Recognized employee organizations may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect to the Resolution or resulting layoffs. This authorization and direction is given without prejudice to the Board's right to reduce or terminate the operations and services of the County and of Districts governed by this Board, and to eliminate classes of employees or positions as involving the merits, necessity, or organization of services or activities of the County or Districts governed by the Board and not within the scope of representation. 7. This action is taken without prejudices to pending consulting, meeting, and meeting and conferring with recognized employee organizations. 8.
