It comprises 25 youths between the ages of 12 and 18 who reside or attend school in Contra Costa County. The IOC reviews nominations for up to ten At Large seats. The ILC reviewed and approved the preceding nominations for the CYC 2043/2004 roster at its September 15, 2043 meeting and recommends appointment. It comprises 25 youths between the ages of 12 and 13 who reside or attend school in Contra Costa County. The IOC reviews nominations for up to ten At Larne seats. The Appointments Committee solicited applications from the public for an estimated 4 to 10 At-Large Seats. Applications were due by May 31, 2003. The Appointments Committee received approximately 25 applications. Each applicant was contacted via US Postal Mail to attend an interview with the Appointments Committee. These interviews were held on July 7I`and July 22"x. After each applicant was interviewed, the committee then discussed and ranked their recommendations for At-Large Positions. Applicants are recommended based on 1) community involvement; 2) awareness of the needs in their community; 3) passion, dedication„ and commitment to youth issues; 4) personality/ability to connect with others; and 5)ability to enhance the CYC. While there are currently 8 vacant seats, we expect that there will be more vacancies because commissioners may resign from At-Large Seats to fill vacant District Seats. Question: Why do you want to be a member of the Countywide Youth Commission? There are a number of reasons why I wish to be a part of the Countywide Youth Commission. The first of which is that since I have entered high school, I have had a huge burden for the issues regarding my peers today such as drugs, peer pressure, and alcohol, and I believe that being a part of the commission will allow me to make a difference in the county. One of the biggest problems with youth today is the fact that often Town and County Councils do not have a first hand view into what youth actually face in order to create programs and do things that will help them. I believe that by expressing my opinion, I am helping and representing my peers and making a step towards making a better world for all youth. Secondly, I would like to be part of a commission that will allow me to change the world that my peers and I live in. Throughout my youth, I have had a constant urge to change things and to make a difference, and I believe that with a seat on the commission, I will be able to quench this thirst and desire that I have for changing the world for the better and make a difference. 2. Question: hist the 3 most important issues for youth in your area and how you found out about them. I. Drugs and Alcohol — In my particular area and school in particular, drugs and alcohol are big problems not necessarily at school but out of school as children have the money and ability to get a hold on controlled substances that can be detrimental to themselves and those around them, especially when they get behind a wheel. Even though I have never had first hand experience, it is everywhere at school in conversations and discussions in class with other peers. 2. Violence — At my particular high school there is an average of 20 major fights a year at my local high school, which I believe is definitely 20 fights too many. Violence at my school is a huge problem as youth often have a hard time controlling their anger. This is clearly seen everyday in the has or during breaks where shoving matches are commonplace and it is not rare to see a fight once or twice a month. 3. Peer Pressure — Perhaps the hardest to diagnose yet most detrimental of all, peer pressure is almost a root of so many problems that face youth today, especially in my hometown. It is quite easy to see every day, students feeling that they have to dress a certain way or be a certain person in order to fit in. This has caused students to be forced to join a certain group, never being able to just be the person that they are. 3. Question-, How could you, as a CYC Commissioner, help to address these issues? Answer: The first and most important thing that I could do is to let people know about these problem, and during these meetings, I would be able to speak out and tell the council about the problems in my area and get advice from other commissioners regarding the issues in my school since I believe that the problems in my area are not unique to my school only. Secondly, bringing it to the attention of the commission allows the Board of Supervisors to know about the extent of the problem: so that something can be done. Finally, I could be able to propose alternate plans in order to be able to do something about the problems. For example, in regards to a problem with drugs and alcohol, I believe that one of the biggest sources of the problem is not having anything better to do than to meet up and do drugs at a party or gathering. One of the ways to accomplish this would be to plan events for youth to be able to participate in so that they would not have to do drugs or drink alcohol to have fun. In regards to violence, I believe that setting up programs where students are mediators and allowing students at each high school to learn what to do when they see violence would help to assuage the problem. For peer pressure, I believe that sometimes the best way to convince people that they should show their individuality is by showing them what it would be like if they were all truly the same with special programs or speakers that could come in. Question 2 &3 Most problems today's youth faces are intertwined with each ether because they stern from self discovery. When the youth begins to find out who they are,they develop numerous problems; such as not fitting into school, having low self esteem, and mental disorders. I want to develop three programs which will help today's youth deal with discovering themselves. The most blatant problem of today's youth is not having enough things to do for fun. I want to address this issue by forming age related groups in which the youth meets to just 'hang out' and have good, clean.fun. I want to develop a group which is not determined by gender, race, or religion. The only reason I feel the groups should be determined by age is because people of the same age connect better with each other due to mental development and maturity. I want the youth in these groups to be able to vote on what activities they do, such as snowboarding, going to a play, or playing flag football. I feel that the groups, depending on their maturity, should attempt to organize themselves. Not only will this help them make a difference in their community, but it will also help them develop a healthy sense of independence. Another problem which is common amongst today's youth are problems with which they need support from others. These problems range from divorce,to eating disorders,to relationship issues. Many of today's youth are in therapy, but there are not many opportunities in which the youth can meet with peers to discuss issues. Support groups will give the youth an excellent opportunity to talk about issues,but,most importantly, assure the youth that they are not the only ones with problems. The final problem I feel today's youth has is the issue of sexual identity. There are limited places homosexual teens can go in Contra Costa for support, and there are no places where transgender teens can go in Contra Costa. I feel that the sexual identity of today's youth is the largest problem the youth faces, because most of society does not know how to deal with it. I have a friend who was a sophomore at Accalanes last year. She was also the president of the Cray and Lesbian Alliance. Though she was not homosexual, classmates would throw food at her at lunch and place moldy milk cartons in her locker. Obviously,the issue of sexual identity is bigger than just helping the person who is homosexual. Sexual identity must be dealt with on a much larger scale. Families need to know how to deal with their transgender child and a school needs to accept a homosexual kissing his boyfriend in the halls. I feel that the best way to deal with the issue of homosexuality is by educating and bringing society to accept homosexuality. Question 4 Currently, I am a member of the Volunteer Center of Centra Costa. I also play soccer and am part of Young Life,a nondenominational Christian youth group. At school, I am a member of the AP Bio Club and a photographer for the school yearbook. It bothered me that only a few teens had enough hopes and inspiration to continue a college education. Education is important to nie,and I try to make up for.it by working hard in school. An issue that always bothered even as a.kindergartner is discrimination (race, disabilities, stereotypes etc;.). As an American horn Chinese, there are always those few stereotypes that everyone my race can relate to. And now, as a freshman, I'm learning more. English teachers are focusing on books such as JJJa k ► '(by Richard Wright) and TSS _&IvZ-king1 (by Harper-Lee). Both books brim out racism in the past and analyze the importance of the future and the past. As I am reading further into racism., l conclude that although there is a distinction between the way we treat people before and the way we treat people now, people still have the scars left over. There are many issues that affect the youth nationwide but the three most important issues regarding the youth in my area would be education, importance of community, and the environment I am educated everyday but the parameters of learning are limited especially in school. The district is not able to provide the resources that would enable and encourage the students to go up and beyond the norm. By having our budgets cut, the music, art, and physical education departments have been hurt severely. Students have to pay at least twice as much for sports as they would have originally paid before the cut. Also, the other departments have been limited in efficient learning. Teachers often have no choice but to pay out of their own pockets for supplies and are limited to certain materials leading to the omission of certain learning activities. The second issue for youth is the importance of community. Many students only plan out their lives for the year ahead,many only for the next month. When sketching out their lives, students often do not think about the community that they live in and have a rather narrow focus. This is partially due to the unawareness of what goes on around us. I hope to open students' eyes to the outside world because once they realize how society works,they will be able to contribute to it. Learning about politics and different topics that are not expected by the youth to know will help them in the future. The last topic that needs help in is the environment. There are many adult environmentalists out there, but by influencing students to help contribute their time in caring for the environment, the work will pay off in the future. When students trash up our community now, it will affect them later on. 3. How could you, as a CYC Commissioner, help to address these issues? As a CYC Commissioner, I would be able to inform the public what the youth wants and thinks about in my area. With this program,I can express the youth by creating events and encouraging others to be expressive. By setting an example for others, students will be inspired. I would also demonstrate in ways to get the youth active in what affects them. I am able to voice tell what I want strongly without hesitation and in this case, voice what the youth wants. I believe teamwork is essential when it comes to dealing with events and salving problems. 4. What are your current community and school activities? When it comes to current community and school activities I am quite active. I participate in things that I know that I will be dedicated and have a full commitment toward. The Commission consists of 28 members: one member from each Supervisorial District, 20 At large members, and 1 Alternate At Large. The 10 Committee reviews nominations to the 20 At Large seats and their Alternate. Terms for all Commission seats are three years. On Auguste, 2003, the Commission nominated four individuals for appointment, but the IOC approved only three pending further consideration of the request of Argentina Davila-Luevano to be reappointed to the At Large#10 seat. On May 27, 2003, the Membership Committee sent you a letter stating they could not support your reappointment to At-Large Seat##10 on the Commission. The Committee's decision was based on your attendance records and the fact that at the County's mandatory meeting in September, 2002, it was pointed out that members being recommended for reappointment should be in good standing and that their attendance records should accompany their reappointment application. Today, at the Internal Operations Committee meeting, Supen-isor Federal Glover said he had received a letter from you asking for his assistance in retaining your At-Large seat on the Commission. After explaining to Supervisor Clover why you were,not selected for reappointment, he asked that we go back and resolve this issue because of your interest to regain your seat. Let me restate that members must attend at least seven meetings a year_ If you are absent for three consecutive meetings, your name automatically carnes up for review by the Membership Committee. The Committee will decide whether to make a recommendation to the Commission for removal, based on noncompliance of the by-laws. Attached is a copy of the by-laws for your information. Based on the above, I would ask that you submit a letter stating your availability to attend the monthly meetings, and what committee you would like to be on (attached is a list of the committees).
