SUBJECT: ADOPTION OF URGENCY ORDINANCE EXTENDING THE TERM OF THE EAST
COUNTY REGIONAL PLANNING COMMISSION AND SAN RAMON VALLEY
REGIONAL PLANNING COMMISSION TO OCTOBER 7, 2007 (All districts)
SPECIFIC REQUEST (S) OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
A. DETERMINE that adoption of Ordinance 2003-19 is exempt from the California Environmental
Quality Act (CEQA), in that it can be seen with certainty that there is no possibility that this
activity may have a significant effect on the environment.
B. DETERMINE that Ordinance 2003-19 is an urgency measure to protect the public safety,
health and welfare.
C. INTRODUCE Ordinance 2003-19 and waive the reading thereof.
D. ADOPT Ordinance 2003-19.
E. DIRECT staff to post a Notice of Exemption with the County Clerk.

FISCAL IMPACT:
None.
BACKGROUND/REASON FOR RECOMMENDATION:
This is a proposal to emend Section 26--2.151.4 of the Contra Costa County Ordinance Code to extend
the term of the East County Regional Planning Commission and the San Ramon Valley Regional
Planning Commission. These two regional planning commissions hear and decide or make
recommendations to the Board of Supervisors on land use matters. Section 26.2-1514 provides for
the termination of the East County Regional Planning Commission and San Ramon Valley Regional
Planning Commission on October 7, 2003.
If this urgency ordinance is not adopted,the Commissions will cease to exist as of October 7,2003; as
a result, a number of tentatively scheduled hearings could not be conducted and decisions on
applications pending before the Commissions could not be made. Some of these applications could
be deemed approved, pursuant to the Permit Streamlining Act, due to processing delays,which could
jeopardize planning agency land use regulations and public hearing procedures.
CONCLUSION:
Staff recommends that the Board of Supervisors adopt urgency Ordinance 2003-19, extending the
term of the East County Regional Planning Commission and the San Ramon Valley Regional Planning
Commission to October 7, 2007.

ORDINANCE NO. 2003-19
(Regional Planning Commissions)
The Contra Costa County Board of Supervisors ordains as follows (omitting the
parenthetical footnotes from the official text from the enacted or amended provisions of
the County Ordinance Code).
SECTION 1. Summary. This is an urgency ordinance to extend the term of the Regional
Planning Commissions. [§25129]
SECTION II. Section 26-2.1514 is amended to read:
26-2:1514 Repeal. Sections 26-2.1510 and 26-2.1512 of the County Ordinance Code
are repealed and of no further force and effect beginning on October 7, 2007, unless this
Board otherwise provides before then.

SECTION III. Urgency declaration. This Ordinance is an urgency measure to protect
the public safety, health and welfare pursuant to the authorization of Government Code
Section 25123 and Elections Code Section 9141, providing for the extended and
continued existence of the East County and San Ramon Valley Regional Planning
Commissions. The facts constituting the urgency are that if these urgency provisions
are not adopted, scheduled hearings cannot be conducted and decisions on pending
applications before the Commissions cannot be made and some applications may be
deemed approved which would frustrate Planning Agency land use regulation and public
hearing procedures.
SECTION IV. Effective and Operative Date. As an urgency ordinance, this ordinance
becomes effective and operative immediately on introduction and passage, and within
15 days of passage shall be published once with the names of supervisors voting for and
against it in the CONTRA COSTA TIMES, a newspaper published in this County.
