entering said irltersection, and all vehicles traveiing west on Beloit Avenue shall stop before
entemng said intersection,

Dear Mr. Shia:
Mr. David I'liepho of the Discovery Bay Town Couoil requested that Caltrans prohibit
harking on the slioulders of route 4 in Discovery Bay at two separate locations. Before
We car; initiate a work order to implement anis request, we need to receive a signed
--solution from the County Board o1fSupervisors requesting that Ca tra .s prohibit parking
at the two locations, The reason for the ro ibitions is to prevent vehicies from parking
and bloc,-King tsie shoulder areas reserved for emergency sit'lations. The motorists who
are now stopping on the shoulder of eastbound Route 4 immediately after Biyder Road,
are doing so to access the newly built MacDonald's restaurant located on the nodi~ side of
the

access for other vehicles,
We are requesting that the Board of Super-visors prohibit parking at the fbHowing two
locations on Route 4:
1) On t - nortli side of Route 4 starlbn at a point 1000 feet west of Discovery Bay Blvd,
And continuing to a point 500 feet east of Discovery Bay Blvd.
2) On tae soot side of Route 4 starting at Bixler Rd. and continuing 11100 feet east to the
Kellogg Creek Bridge,

Prior to the construction ofthe shopping center and Ur unt �'o State law, the shoulder
area had been used for emergency parking cmiy. With the new movement of traffic
associated with the shopping center, parking along SR4 ,has introduced several potent.ally
dangerous situations. Hlegal pedestrian crossing (Jay walking' is occurring along SR4.
Commercial truck traffic merging -onto SR4 with too short of ars acceleration :ane, and the
introduction of rocks and oi�' s debris onto the roadway from "he soft shoulder, The

we can initiate a work order to im-plement his reQuest, w need to receive a sx_p, e d
resolution a4o tie Clounty Board of Supervisors .-equesting that Caltrans prohibit parking
at the two locations. The reason for the prohibitions is to prevent. vehicles mom parking
and blocking the shoulder areas reserved for emergency situations. The motorists W110
and now stopping on the shoulder of eastbound Ronde 4 immediately after Bixaer Road,
are doing so to access the newlybuilt Ma Do ald's restaurant located on the nor.h side o
the highway. -Big rig drives now routinely stop on the shoulder which locks emergency

We are reciaesting that the Board of upervisors prohibit parking at the following two
locations on Route 4,
