Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Contract #74--017--4 with STARS, Inc., a non--profit corporation, in an
amount not to exceed $485,103, to provide mental, health services for Seriously Emotionally
Disturbed(SED)Children in West County for the period from July 1, 2003 through June 30, 2004.
FISCAL MPACT:
This Contract is funded 50% by Federal Medi-Cal, 45% State EPSDT funds, and 5% by a required
County match.

ILD-REN'S IMPACT STATEMENT:
This Children's Mental Health Program will support the following Board of Supervisors'
community outcomes: "Children Ready For and Succeeding in School", "Families that are Safe,
Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families". Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional Assessment Scale
(CAFAS) and Youth Self Report(YR).
BACKGROUND/REASO S FOR RECOMMENDATIONS :
This Contract meets the social needs of County's population in that it provides mental health
services for high.-risk children and adolescents with emotional and behavioral problems to address
issues of physical, sexual, emotional, and substance abuse; gang involvement; academic skills; and
family issues, and to improve school performance, reduce unsafe behavioral practices, and reduce
the need for out-of-home placements.
On July 16, 2002, the Board of Supervisors approved Contract#74-017-3 with STARS, Inc. for the
period from July,1, 20102 through ,Tune 30, 2003, for the provision of mental health services for
Seriously Emotionally Disturbed(SED)Children,
Approval of Contract #74-017-4 4 will allow the Contractor to continue providing services through
June 30,2004.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee(Donna Wigand),to execute on behalf of the
County, Contract #24-939-92(1) with Bay Psychiatric Associates., a corporation, in an amount not to exceed
$50,000, for the period from July 1, 2003 through June 30, 2004,to provide Medi-Cal mental health specialty
services.
FISCAL IMPACT:
This Contract is funded by State and Federal FFP Medi-Cal Funds.

On January 14, 1997, the Board of Supervisors adopted Resolution #97/17, authorizing the Health Services
Director to contract with the State Department of Mental Health to assume responsibility for Medi-Cal mental
health specialtyservices. Responsibility for outpatient mental health specialty services involves contracts with
individual,group and organizational providers to deliver these services.
Approval of Contract #24-939-92(l) will allow the Contractor to provide Medi-Cal mental health specialty
services,through.lune 30, 2004.

in the Regional Neuro-Behavioral Care Program

RECOUMEI ATION(S):
Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute
on behalf of the County, Intercounty Services Contract#24-683-9 with Alameda County, as host
County, for Contra Costa County's participation in the Regional Neuro-Behavioral Care Program
to provide Skilled Nursing Facility (SNF) care and programs for County's Organic Brain
Syndrome (OBS), traumatic brain injured., and medically debilitated patients, in an amount not to
exceed $135,254 for Fiscal Year 2002-2003.
FISCAL IMPACT:
This Contract is included in the Department's Fiscal Year 2002-2003 Budget and is funded by
savings generated from the County's reduction of client placements at State Hospitals.

On September 10, 2002, the Board of Supervisors approved Contract#24-683-8 for Fiscal Year
2001-2002, with Alameda County, as host County and the Guardian Foundation as the service
provider, for Contra Costa County's participation in the Regional Neuro-Behavioral Care Program,
as an alternative to State hospital placement, to provide skilled Nursing Facility (SNF) care and
programs for this County's Organic Brain Syndrome(OBS), traumatic brain injured, and medically
debilitated patients.
Approval of Contract # 4-683-9 will continue Contra Costa County's participation in this
collaborative effort among the counties to reduce usage of high-cost State Hospital beds, through
June 30, 2003.

Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of
the County, Contract#24-941-7 with True to Life Children's Services, a non-profit corporation, in an amount
not to exceed$41,975, to provide intensive day treatment and mental health services to severely emotionally
disturbed children, for the period from July 1, 2003 through June 30, 2004.
FISCAL IMPACT:
This Contract is funded 50% by Federal FFP Medi-Cal Funds and 50% by State EPSDT funds.
CHILDREN'S IMPACT STATEMENT:
This Mental Health Program supports the following Board of Supervisors community outcomes: "Children
ready for and succeeding in school"; "Families that are safe, stable, nurturing", and "Communities that are
safe and provide a high quality of life for children and families". Expected outcomes include all goals
identified by Children's Statewide System of Care guidelines including an increase in school attendance as
measured by school records, increase in positive social and emotional development as measured by the Child
and Adolescent Functional Assessment Scale (CAFAS), increase in family satisfaction - as measured by the
Parent Satisfaction Survey, decreased use of acute care system, and placement at discharge to a lower level
of care.
BACKGROUND REASGN(SI.FOR RECOMMENDATIONS):
On September 24, 2002, the Board of Supervisors approved Contract#24-941-6 with True to Life Children's
Services, for the period from July 1, 2002 through June 30, 2003, to provide intensive day treatment and
mental health'services to Seriously Emotionally Disturbed (SED) children.
Approval of Contract #24-941-7 will allow the Contractor to continue providing services through June 30,
2004.

RECOMMENDATION(S):
Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute
on behalf of the County, Contract#74-031-4 with Summitview Child Treatment Center, a non-
profit corporation, in an amount not to exceed $77,000, for the period from July 1, 2003 through
June 30, 2004, for operation of an intensive day treatment program for Seriously Emotionally
Disturbed (SED) adolescents.
FISCAL IMPACT:
This Contract is funded 50% by Federal Financial Participation and 50% by State EPSDT funds.
Contractor will bill Medi-Cal through the current County system under the Rehabilitation Option
for all eligible services, and the Federal Financial Participation will accrue to the County.

June 30, 2004.
