Approval of Novation Contract#24-243--37 with REACH Project,Inc. et7l SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to execute on behalf of the County, Novation Contract#24-243-37 with.REACH Project,Inc., a non-profit corporation, in an amount not to exceed$446,556,to provide drug abuse prevention and treatment services for the period from July 1, 2003 through June 30, 2004. This Contract includes a six-month automatic extension through December 31, 2004, in an amount not to exceed$223, 278. FISCAL IMPACT: This Contract is funded 91.7% by Federal SAPT and Prevention Set-Aside funds, and 8.3%v by County budgeted funds. CIIII I REN'S IMIPACT STATEMENT; This Alcohol and Drug Abuse prevention and treatment program supports the Beard of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality cif Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGRQQMWEASQS FOR RECt3�ENDAT10N S This Contract meets the social needs of County's population in that it provides specialized substance abuse treatment and prevention programs so that addicted youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals.' Can July 1 , 2002, the Board of Supervisors approved Contract #24-243-35 (as amended by Administrative Amendment Agreement 24-243-36) and Contract #74-053-3 (as amended by ,Administrative Amendment Agreement#74-053-4) with REACH Project, Inc., for the period from July 1, 2002 through June 30, 2003 (which included six-month automatic extensions through December 31, 2003), for the provision of drug abuse prevention and treatment services at Contractor's facilities throughout East County. Approval of Novation Contract #24-243-37 combines the services previously provided under Contracts #24-243-35j (as amended by Administrative Amendment Agreement #24-243- 6) and Contract #74-053-3 (as amended by Administrative Amendment Agreement#74-053-4)replacing the automatic extensions under the prior Contracts and allowing the Contractor to continue providing services through June 30,2004. FISCAL IMPACT: This Contract is funded 20%by federal Emergency Shelter brant funds,4%by federal FERIA funds, 4%v by State Emergency Housing and Assistance Program (EHAP) funds, 29% by the City of Richmond, and 43%by the Contra Costa Department of Employment and Human Services. CHILDkEN'S IMPACT STATEMENT: This Homeless Services Program supports the Board of Supervisor's "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcome by providing temporary shelter and services to homeless families to stabilize their situation. BACKGROUNDIREASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides emergency shelter services, twenty-four hours per day, seven days per week, to homeless adults in Central and Nest County, and homeless families in West County. On July 23, 2002, the Board of Supervisors approved.Contract#25--0142-2 with GRIP for the period from July 1,2002 through June 30,2003,for the provision of emergency shelter program services. Approval of Contract #25-042-3 will allow the Contractor to continue providing services through June 30,2004. On January 7, 2003, the Beard. of Supervisors approved Novation Contract #24--927-6 with Asian Pacific Psychological Services for the period from July 1, 2002 through June 30, 2003, (which included a six-month automatic extension through December 31, 2003) for the provision of school and community based mental health services to Asian children and families. Rose Manning Youth Center, operated by the Contractor, is the only facility equipped to handle children with this level of mental health and behavioral problems. On July 23, 2002, the Board of Supervisors approved Contract #74--038-3 with FamiliesFirst, Inc. for the period.from July 1, 20102 through June 30,2003, for the provision of an emergency placement shelter program, including intensive day treatment, medication support, and mental health services at the Rose Manning Youth Center. Approval of Contract #7"38-4 will allow the Contractor to continue providing services through June 30, 2004.
