SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND contract with The Perinatal Council (#21-635-4), increasing the payment limit by $9,000 from $72,500 to a new contract payment limit of$81,500, for Promoting Safe and Stable Families Program services for the period September 1, 2002 through August 31, 2003. FINANCIAL IMPACT: $9,000: 100%Federal - Promoting Safe and Stable Families funds. There is no County cost. CHILDREN'S IMPACT STATEMENT: This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School"; 2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3)"Families that are Economically Self-Sufficient"; 4)"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families.„ BACKGROUND: The Perinatal Council is the fiduciary and lead agent for the Bay Point Family Preservation Alliance (BPFPA), a community partnership among various community-based providers serving the Bay Point and outlying areas. BPFPA provides a wide array of services under the Promoting Safe and Stable Families Program (formerly known as Family Preservation and Support Program), which include: operation of the Bay Point Teen Town, provision of organized youth leadership development and recreational activities, and case management and information referral services for pregnant and parenting teens. This Board Order will authorize Employment and Human services to increase the payment limit by $9,000 to cover the costs of administering a community-wide survey in Antioch. The goal of the survey would be to assess family and teen needs in Antioch in an effort to develop Family 2 Family services that would be responsive to community needs. CHILDREN'S IMPACT STAUMNE Receiving centers support four of Contra Costa County's community outcomes: "Children Ready for and. Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Receiving centers provide a safe, child friendly place in the community for children who have been removed from their homes. They help meet children's food, clothing, shelter, medical and mental health came needs, while limiting disruption in school. BACKGROUND! Smani Facilities, Inc. (IFI) operates the West County Receiving Center in Richmond, which is part of the three-site countywide program that also includes facilities in Central County (Concord) and East County (Antioch). On June 3, 2003 (Item C.103), the Board authorized the Employment and Human Services Department to execute a contract with IFS for FY 2003/04 in the amount of$149,433. However, that amount was erroneously calculated based on their past 10-month contract. EHSD provides support services to adults, children and families including job training, childcare, transportation, housing assistance, youth services, employment and job retention services. Assisting children and families who interact with EHSD and the Court system, services under this contract will develop software-based document templates and conversion of software-based documents for juvenile court document authorization and standardization. Isola Global Enterprises Inc. (IGEI) was selected from a competitive procurement, Request for Interest (RFI) 147, Summer 2002 to provide Juvenile Court Document Authorization and Standardization services for EHSD's Children and Family Services (CFS) child welfare system. IGEI provides software consulting, development and solutions expertise to clients from a variety of industries including Health care, Telecom, Insurance, Banking, Federal and State agencies. Extending the contract term permits IGEI to complete authorization and standardization services under this contract.. 'RA JIND! The Truancy Reduction Prevention Project is funded through the U.S. Office of Juvenile Justice and Delinquency Prevention(OJJDP). OJJDP funds assist local communities in the implementation of effective intervention programs that improve the juvenile justice system to protect public safety,hold offenders accountable and provide treatment and rehabilitative services to the needs of families and youth. The additional two months Contract extension assists John Swett Unified School District to complete the delivery of direct services to youth including truancy prevention, academic improvement, and increased family participation in education.
