CHILDREN'S IMPACT STATEME.11Tt This Contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) `'Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." RAC``KGROITND Volunteer and Emergency Services Program of the Employment and Human Services Department (EHSD) provides emergency supplemental resources to stabilize low-income families and individuals in crisis. Resources such as food, furniture, clothing, toys, and education supplies assists families to remove barriers to employment, housing, and other basic living needs empowering families to move to self-sufficiency. Additional program services include surnmer camperships, holiday food baskets, and tickets to cultural and sporting events, which support the entire families' quality of life experience. The program receives a grant from the San Francisco Chronicle's Season of Sharing (SOS) campaign, which provides housing assistance for families in crisis. Ms. McAlister will provide West County Season of Sharing (SOS) Coordinator services for FY 2003/2004. Additionally, she will network with community-based organizations, make presentations to EHSD units, solicit financial support through cash and in-kind donations, and manage special projects for Volunteer and Emergency services. BACKGROUND David Lema & Associates is a consulting firm comprised of a five member team with diverse technical, project management, and change management skills providing oversight management expertise to the Employment and Human Services (EHSD) CaIWIN Project. David Lema & Associates will provide an independent program of evaluating, monitoring, critiquing, reporting project progress, and recommending course changes for the preparation and implementation of EHSD CaIWIN system, The ongoing program of independent oversight will include assessment of the change management methodology and status relative to the implementation time frame and assessment of CaIWIN implementation information from other counties. CalWIN, a welfare automation system, is being jointly developed and implemented by the Welfare Client Data System (WCDS) Consortium consisting of eighteen counties. The CalWIN system replaces the Client Data System (CDS), Gain Information System (GIS), and PEGASYS applications. Functions include a County specific central database, automated eligibility determination, client correspondence, case management and scheduling, and management information and reporting. RACKGRO TND The Volunteer and Emergency Services Program of the Empioyment and Human Services Department (EHSD) fundraise and obtain in-kind donations to provide emergency supplemental resources to stabilize low-income families and individuals in crisis. Services include emergency food assistance, Adopt-a-Family, Holiday Assistance Program, Back-to-School Give Away, Kids Day, Camp 4 Kids, and the Ready-to-Work Clothes Closet (RTW). RTW, a countywide program of the West County Volunteer and Emergency Services provides business clothing for men and women seeking employment. RTW services include professional image consultation, employment presentation guidance and interview skills, volunteer work experience, workshops and seminars addressing barriers to employment, skills to obtain employment, and workplace skills assistance for employment retention. FY 2002/2003, RTW developed eight Clothes Closet sites for men and women in West, Central and East County. Mr. Meese will coordinate special events and services, which includes comprehensive educational and professional activities, curriculums, workshops, and seminars countywide for RTW and other special projects. Additionally, he will make community presentations, solicit financial support through grants and in-kind and cash donations, and network with community-based organizations. Mr. Nleese was selected from a competitive procurement, Request for Interest (RFI) #133, Spring 2002. BACKGROUND- Mr. Kevin Bristow was selected after a competitive bid process (RFI # 199) to work as Post- Emancipation Educational Specialist for the Independent Living Skills Program (ILSP). Mr. Bristow will replace Michael Schlemmer who will be leaving ILSP to attend school full-time. ILSP, through the use of contractors, provides a wide array of services to foster children age 16 years and over, to help them in transitioning to emancipation and adulthood. As Post-Emancipation Educational Specialist, Mr. Bristow's responsibilities include educational assessment, referral to tutorial services, provision of group training, coordination of college tours, college outreach and preparation, and community resource collaboration.
