SUBJECT: Alternative Structures to Carry Out an
Economic Development Strategy
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Our Committee recommends that the Board direct the County Administrator to propose
to the Board -a statement representing the Board's present priorities relating to
economic development for review by the Board. Upon approval by the-Board of
Supervisors, this statement of priorities should be forwarded to the Housing and
Community Development Advisory Committee with a request that they examine their
current processes and priorities to determine the extent to which they are
consistent with the Board's priorities.
2. Our Committee recommends that the County Administrator be directed to review the
issue of a County Redevelopment Agency and return to the Board of Supervisors with
recommendations regarding its organizational placement within county government.
3. Supervisor Fanden recommends that the structure proposed by the Planning Director
in his memo of November 18, 1983 be approved subject to adding the Contra Costa
Development Association to the Interagency Coordinating Committee, and subject to
splitting the housing and economic development staff positions so that there is one
dedicated to housing and one dedicated to economic development. Supervisor Powers
does not concur in this recommendation, preferring instead to have a variety of
questions which have occurred to him and other agencies answered before organiza-
tional commitments are made.
BACKGROUND:
Our Committee met with staff from the Planning Department, the Housing Authority, the
Housing and Community Development Advisory Committee, and other concerned individuals
and agencies on November 21 , 1983. We reviewed again the County Administrator's letter
to the Board dated October 28, 1983 which outlined four alternatives for organizational
placement of the economic development program. We also reviewed a November 18, 1983
letter from the Housing and Community Development Advisory Committee.
A number of individuals and agencies spoke in favor of alternative #4; namely, keeping
the community development block grant program, and any newly created economic develop-
ment program, together in the Planning Department. There was also general agreement
that economic development is important enough to require the skills of a single
individual who does not also have responsibility for housing or other .elements of the
program. Other points made by various speakers included the need to decide how to
reconstitute community development block grant funds in order to finance an economic
development program, and the need to consider expanding the Community Development Block
Grant Advisory Committee in order to represent economic development interests.

Several people also spoke to the issue of redevelopment and raised concerns about
whether or not redevelopment needs to be resolved organizationally before decisions OL`(
are made relating to economic development.
Supervisor Powers indicated that there was a need for more coordination and dialogue
with the cities and that we need to take a look at what we have been doing in the
community development area and what we ought to be doing in the future. Supervisor
Powers also believes that the redevelopment issue is closely linked with economic
development and should be resolved before final decisions are made on economic
development.
Supervisor Fanden indicated that she was pleased and impressed with the report from
the Planning Department and believes that the organizational issue relating to
economic development can be resolved immediately since the redevelopment issue is a
separate one which need not be addressed at this time.
Supervisor Powers also expressed a concern that the Board needs to know how community
development block grant funds will be spent in relationship to economic development
before making final decisions on any proposed organizational structure.

SUBJECT: REQUESTING PRIVATE INDUSTRY COUNCIL OF CONTRA COSTA COUNTY TO SUBMIT A `,
PROPOSAL TO STATE JOB TRAINING PARTNERSHIP OFFICE FOR POSSIBLE FUNDING
OF COUNTY REDEVELOPMENT AGENCY

RECOMMENDATION
That the Board REQUEST the Private Industry Council of Contra Costa County to submit a
proposal to the State Job Training Partnership Office (JTPO) for possible funding of a
County Redevelopment Agency under the Governor's 5% Job Training Partnership Act (JTPA)
Discretionary Funds, and the Board REQUEST the Director of Public Works and the Director
of Planning to assist the Private Industry Council in the development of the proposal.
BACKGROUND
On November 3, 1983, the Contra Costa County Private Industry Council received a "Letter
of Announcement of Availability of Funds" from the State Job Training Partnership Office
(JTPO) stating that applications for the operation of programs under the Governor's 5%
funds of the Job Training Partnership Act are now being accepted. The State Job Training
Coordinating Council (SJTCC), in recognition of the role JTPA can play in facilitating
economic development through training, has recommended that $2.5 million of the Governor's
5% funds be utilized in cooperative efforts between the public and private sectors
designed to improve the economic conditions of a locality through job training or other
services. Because available funds are limited, it is anticipated that funding approval
for any project will not exceed $200,000, and that emphasis should be directed towards
using the funds as leverage to mobilize other resources.
The Executive Committee of the Private Industry Council, at its meeting on November 16,
1983, indicated that it would recommend to the full Private Industry Council that it
consider submitting a proposal for possible funding of a County Redevelopment Agency, if
the Board of Supervisors requests the PIC to do so. The basis for submitting such a
proposal to this funding source would be that a redevelopment agency would create new
jobs, it would have a positive effect upon job opportunities for JTPA-eligible persons,
and that it would involve other public and private resources.
The Micciche Report, "An Economic Development Program for Contra Costa County", recommends
that the County determine the feasibility of utilizing the redevelopment agency process.
Public Works and Planning departments are currently reviewing a proposal relative to
retention of legal counsel to assist in the formation of the County's first redevelopment
agency. It is conceivable that funds from the Governor's 5% funds could be obtained to
assist with start-up costs for such an endeavor. Any funds obtained, however, must be
expended by June 30, 1984.
