SUBJECT: Cost of Public Works Department's Services
Provided to the Family Stress Center
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. Direct the County Administrator and other appropriate County staff to contact the
Concord Redevelopment Agency staff in an effort to obtain funding from the Concord
Redevelopment Agency for the Public Works Department's charges for services provided
to the Family Stress Center and report back the conclusions of these discussions to
the Board of Supervisors.
2. Request the Public Works Director to be more sensitive in advising Public Works
Department clients that charges will be made for all services rendered to such
clients whether they are county departments or contracted nonprofit agencies.
BACKGROUND:
On November 8, 1983, the Board referred to our Committee a recommendation of the County
Administrator that the Board appropriate $10,000 to the Social Service Department so
Public Works could charge Social Service for the services provided to the Family Stress
Center in locating an alternative site for the Family Stress Center.
Our Committee discussed this matter with staff from the County Administrator' s Office
and the Executive Director of the Family Stress Center on November 28, 1983. Our
Committee is concerned with the accuracy with which charges were made in this case
since it appears that an unusually large amount of time was devoted to assisting the y�
Family Stress Center to explore alternative sites. Staff from the County Administrator' s \
Office clarified that in fact large amounts of time were expended because the Family
Stress Center wanted to look at a variety of alternative sites. Our Committee is
concerned that the Family Stress Center and perhaps other agencies utilizing the services
of the Public Works Department are unaware that charges will be made for all time devoted
to that agency.
Mr. Bill Groth, Executive Director, Family Stress Center, suggested that before the
Board decides whether to appropriate additional funds to cover these charges that staff
discuss with the Concord Redevelopment Agency the possibility that the Concord Redevelop-
ment Agency could pay for some, or all , of these charges since in fact the Redevelopment
Agency is responsible for the fact that the Stress Center must be relocated.
Our Committee believes that this is an appropriate area to explore before taking
further steps to either approach the Concord City Council directly or appropriate the
money ourselves.
