Board Order Revising PLA policy final version
BACKGROUND:
On January 15, 2002, the Board of Supervisors adopted a policy regarding the use of project labor
agreements (PLAs) on County construction projects. On December 17, 2002, the Board authorized staff
to use a "standard form" PLA in the bidding out of construction contracts for the remodeling of
Employment and Human Services' facilities at 1650 Cavallo Rd., Antioch and 1305 Macdonald Ave.,
Richmond. The Board also directed staff to revise the PLA policy to incorporate this "standard form"
approach on future construction projects.
On June 17, 2003, the Board waived the PLA policy regarding the $1 million PLA threshold with regards
to the award of a contract for the remodeling of 3811 Bissell Ave, Richmond for the Public Defender's
office. While the estimated construction cost of this project was below the $1 million PLA threshold, the
winning bid was in excess of $1 million. At the time of award, the Board directed staff to return with a
revised PLA policy that clarifies that in the future, the $1 million PLA threshold on County contracts
should be based on the actual rather than estimated cost of construction.
The revised policy before the Board today incorporates both of these requested changes to the County's
PLA policy.
