The following persons presented testimony: Nancy Montgomery, 15781 Adams Ridge, Los Gatos regarding unlawful entry at structure on Salisbury Island; Florence McAuley, Juvenile Systems Planning Advisory Committee, 419 Del Amigo Road, Danville regarding the County's budget reduction plan. August 5,2003 TO: Supervisor Mark DeSaulnier, Chair, Contra Costa County Board of Supervisors Supervisor Federal Glover Supervisor Gayle Uilkema Supervisor John Gioia Supervisor Millie Greenberg Mr. John Sweeten FROM: JSPAC RE: Reduction in Services JSPAC met on August 5"'to deliberate the impact of the state budget and loss of the Vehicle License Fees to Contra Costa County. As a result of our deliberations, we are recommending the following be considered by the Board of Supervisors. I. Prioritize services, 2. Consider departmental reductions based on the percent of their budgets that are mandatory vs. discretionary. 3. Reactivate the Labor Management Task Force to ascertain overall reduction in costs of County Government. Specifically to look at the following: COLA deferral, mandatory work furlough options, Workers" Compensation, Health Insurance Co-Payment amount, and Health Insurance Premium. Rationale for Recommendations: I, It is essential that the Board of Supervisors prioritize services so that departments make budget reductions based on these priorities. 2. According to the 2003-04 Recommended Budget for Contra Costa County,the budgets of some departments primarily contain mandated services whereas other departments can be discretionary as to the level of service provided. JSP AC recommends that any budget reduction percent reflect the percent of each departments' budget that is not mandaied unless that service is cost effective/revenue generating for the County. 3. Most importantly,the Board of Supervisors must consider the current dire financial circumstances and consider ways in which large budget reductions can be made. Examples of possible ways to reduce the budget are to have mandatory work furlough on those days that the courts are closed as is done by state government close the Office of the Tax Assessor one day a month, increase the co-pay for health services for county employees and/or defer the COLA. These proposals alone would result in significant savings to the County. The Labor Management'Task Force that was formed last October should be directed to consider these and other options to reduce the cost of county government, Additional Recommendations: 1. Increase the cast effectiveness of the Chris Adams Girls Center by cutting out-of-home placement costs for Probation. For example,transfer other out-of-home placements to Chris Arles to fill any openings and reorganize Probation staffing. 2. Direct that the Mental Health revenue generated by the Chris Adam Girls" Center be transferred to the Girls' Center according to the original percentage agreement. Conclusign Those who are part of the Juvenile Justice System(Mental Health, Education; Probation, Social Services, Alcohol and Other Drugs, Community used Organizations.. District Attorney,Public Defender and Community Representatives)have worked diligently over the past decade in a collaborative approach to provide services/programs. The Continuum of Care,so carefully crafted, offers a system proven to be economically viable and efficient. It reflects the values and initiatives endorsed by the Board, itself. It generates a revenue stream that provides a higher level of service and proven benefits.
