SPECIFIC REQUEST(S)OR f`RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Kathryn Grazzini) , to execute, on behalf of the County, Contract #26-
379-5 with Fernando Garcia (dba Life Saver Education) , a sole
proprietor, in. an amount not to exceed $90, 000, for the period from
August 1., 2003 through July 31, 2005, to provide instruction of
Cardiopulmonary Resuscitation (CPR) courses for selected Contra Costa
Regional Medical Center staff .
FINANCIAL, IMPACT:
Funding for this Contract is included in the Health Services
Department ' s Enterprise 1 budget .
REASONS FOR RECOBO ENDATIONS/BACKGROUND:
On October 1, 2003 , the Beard of Supervisors approved Contract #26--379-
4 with Fernando Garcia dba Life Saver Education, for the provision of
instruction of American Heart Association-approved Cardiopulmonary
Resuscitation (CPR) courses including, but not limited to, Basic Life
Support, Advanced Cardiac Life Support (ACLS) and Advanced Pediatric
Cardiac Life Support (APCLS) Courses for Contra Costa Regional Medical
Center staff, for the period from August 1, 2002 through July 31, 2003 .
Approval of Contract #26-379-5 will allow the Contractor to continue
providing CPR services through July 31., 2005 .

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contract#24923-9 with Rubicon Programs, Inc., a non-profit corporation, in
an amount not to exceed$79,242, to provide and coordinate mental health services to Seriously and
Persistently Mentally Ill (SPMI) adults who are participating in the Contra Costa County Health,
Housing, and Integrated Services Network (HIRSN) for the period from July 1, 2003 through June
30, 2004.
FISCAL.IMPACT:
This Contract is funded 44%fl by Federal Medi'Cal funds and 56% by Corporation for Supportive
Housing Grant.No County funds are required.
BACiGR(IUNDfREASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides SPMI clients with
mental health services, medication support, crisis services, and case management services in their
own living quarters, in order to keep these clients out of higher levels of care, including State
Hospitals.
On July 23, 2002, the Board of Supervisors approved Contract#24-923-8 with Rubicon Programs,
Inc., for the period from July 1, 2002 through June 30, 2043, for the provision of Mental Health
Services to SPMI adults who are participating in HHISN.
Approval of Contract ##24--9239 will allow the Contractor to continue providing services through
June 30, 2004.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna
Wigand) to execute on behalf of the County, Contract #74-070--4 with
FamiliesFirst, Inc . , a corporation, in an amount not to exceed $1.75, 200, to
provide an intensive day treatment program for Seriously Emotionally
Disturbed (SED) adolescents, for the period from July 1, 2003 through June
30, 2004 .
FISCAL IMPACT:
This Contract is 5015 funded by Federal Medi-Cal and 50% by State EPSDT
funds .
Contractor will bill Medi-Cal through the current County system under the
Rehabilitation Option for all eligible services, and the Federal Financial
Participation will accrue to the County.
CHILDREN'S IMPACT STATEMENT:
This mental health day treatment program supports the following Board of
Supervisors ' community outcomes : "Children Ready For and Succeeding in
School" ; "Families that are Safe, Stable, and Nurturing and "Communities
that are Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County' s population in that it
provides mental health day treatment for wards of the court to reduce the
need for hospitalization.
On June 4, 2002 , the Board of Supervisors approved Contract #74-070-3 with
FamiliesFirst, Inc . for the period from July 1, 2002 through June 30, 2003 ,
to provide an intensive day treatment program for Seriously Emotionally
Disturbed (SED) adolescents . Approval of Contract #74-070-4 will allow the
Contractor to continue providing services through June 30, 2004 .

RECOMMENDATION{S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Contract #74-164-2 with Sunny Mills Children's Garden, a non-profit
corporation, in an amount not to exceed $235,308, to provide an Intensive Day Treatment program
for Seriously Emotionally Disturbed(SED)children, for the period from July 1, 2003 through June
30, 2004. This contract includes a six-month automatic extension through December 31, 2004, in
an amount not to exceed$117,654.
FISCAL IMPACT:
This Contract is funded 24.5% by Federal Medi-Cal (FFP) Revenue, and 24.5%v by State EPSDT
funds, and 51%by Mental Health Realignment.
CHILDREN'S UV1P'ACT STATEMENT:
This Mental Health Program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School"; "Families that are Safe, Stable,and Nurturing"; and
"Communities that are Safe and Provide a High Quality of Life for Children and Families".
Expected program outcomes include an increase in positive social and emotional development as
measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at
discharge at a lower level of care.

This Contract meets the social needs of County's population in that it provides Juvenile Court-
mandated intensive day treatment, mental health services, and medication support for SED children
with emotional and behavioral problems to keep these children in the community and out of State
hospitals.
On August 1, 2002, the Board of Supervisors approved Contract #74-164-1 with Sunny Hills
Children's Garden for the period from July 1, 2002 through June 30, 2003, for the provision of an
Intensive Day Treatment program for Seriously Emotionally Disturbed(SED)children.
Approval of Contract #74-164--v2 will allow the Contractor to continue providing services through
June 30,2004.
