Countv � c uzx"� SUBJECT: Conversion of Microfilm to Digital Images zg� SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the General Services Purchasing Manager, or designee, to execute a contract to American Cadastre, LLC (AmDad) to convert Recorder microfilm records (1992-1907) to digital format. FISCAL IMPACT: There is no impact to the General Fund. The project cost is $309,013 and is included in the Recorder's Office Modernization Fund budget. REASONS FOR RECOMMENDATION/BACKGROUND: The Recorder's Office maintains Contra Costa County's historical land and vital records. Since 1998, these records have been digitized and are available for easy access via the Recorder's computer system. The last ten to twelve years are the most accessed records (back to 1992). Records prior to 1997 are stored on microfilm media and racked in multiple storage units in the Recorder's Office lobby. Several steps are necessary to view these images. By converting these records to digital format, members of the public will be able to access all of the most frequently used information at a single point of contact. Other County agencies will be able to access the images over the county's network (with Recorder's Office approval). This will provide a more efficient and effective process. CONSEQUENCES OF NEGATIVE ACTON: The Recorder's Office cannot accommodate the large space these microfilm records accommodate in their new facility. Funded 100% State, Nurses Workforce Initiative Discretionary Funding Grant CHILDREN'S IMPACT STATEMENT: The contract will support the third community outcome, "Families that are Economically Self-Sufficient" by providing training and career advancement for incumbent workers in the nursing profession. RACKGRQUND- +Gln April 1, 2003, the Board authorized acceptance of the Nurses Workforce Initiative Discretionary Funding Grant in the amount of$191,000 from the City of Richmond for License Vocational and Registered Nurse recruitment, training and placement. The grant addresses the shortage of registered nurses in Contra Costa County and provides funding for training of incumbent workers. (#18-0760) FINANCIAL IMPACT- $90,000 Department of Labor(DOL)H-IB Technical Skills Training Grant, 100% Federal RA .KCRC)IIN Contractor was selected after a competitive bid process(RFI#195)to provide incumbent training services for information technology workers. The Technical Skills Training Grant is intended to be a long-term solution to domestic skill shortages in high skill technology occupations. Targeted occupations include high technology, information technology and biotechnology. Activities provided under the grant will develop needed skills in software and communication services, telecommunications, systems installation and integration, computer and communication hardware, advanced manufacturing, health care technology, and biotechnology and biomedical research and manufacturing. Approval of Novation Contract #29-335-16 will replace the three- month automatic extension under the prior Contract and will allow the Contractor to continue providing services through June 30, 2004 . Responsibility for outpatient mental health specialty services involves contracts with individual, group and organizational providers to deliver these services.
