SUBJECT: Request for Authorization to Apply for and Adept Funding from the
California State Library
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the Contra Costa County Librarian to apply for and accept Federal Library Services Technology Act
(LSTA) funding in the amount of $5,000 for the period of July 1, 2003, through June 30, 2004, to implement two
adult learner book discussion groups.
FINANCIAL IMPACT:
Funds committed to the Contra Costa County Library Adult Literacy Program are for the purpose of holding book
discussion groups, for adult learners and their tutors in Pleasant Hill and Antioch. This will be in addition to basic
literacy instruction and funding will be provided by approval of a Federal LSTA grant administered by the California
State Library. Funding for staff participation is provided by the Contra Costa County Library and matching funds
from the California State Library.
BACKGROUND:
Funds are made available through the Federal LSTA for the purpose of augmenting one-on-one library literacy
instruction, by offering a monthly format for groups of adult learners to meet and discuss books they have listened
to/read. This format has been modeled by the Contra Costa County Library Adult Literacy Program to increase
the enjoyment of reading, vocabulary, connected reading, critical thinking and discussion. Each adult learner will
participate using a book, selected by the group the preceding month, and in addition, will be given a CD of the
book, which will allow learners to participate in discussions of books that may be beyond their reading skill level.
Funds will be used to purchase books and CD's for use in the discussion groups.

SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Workforce Development Board, to ACCEPT funding from the City of Walnut
Creek (#29-153) as the fiscal agent for Community Development Block Grant (CDBG) funds
from the United States Department of Housing and Urban Development in the amount of

No County Costs. County to receive $5,000 from the City of Walnut Creek, as fiscal agent for the
Community Development Block Grant (CDBG).
BACKGROII D
The Small Business Development Center (SBDC), a division of the Workforce Development Board (WDB),
will provide economic development services targeting micro-businesses of one to five employees Walnut
Creek residents, including a minimum of nine low-income residents. The SBDC will provide a twelve week
New Venture Training program and will track the number of licenses issued for new Walnut Creek (micro
enterprise) businesses, the number of jobs created or retained through businesses receiving assistance, the
number of new businesses opened/expanded as a result of technical assistance provided through the New
Venture Training program, and the number of clients receiving the training who are considered low income
as defined by the Housing and Urban Development (HUD). Additional services include ongoing technical
assistance via phone to micro-business. }

Funding from 2003 HUD Continuum of Care Homeless Assistance Fund to
support the construction of and support services to the Central County
Homeless Family Housing.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
A. Approve and Authorize the Director of Health Services Department or his designee to execute and
transmit an application along with the necessary certifications and assurances to the Department of
Housing and Urban Development(HUD)McKinney-Vento Continuum of Care Homeless Assistance
funding to support the construction of a permanent housing facility in Martinez, CA.
B. Authorize the Director of Health Services Department or his designee, if awarded funding, to accept
up to $750,000 in HUD McKinney-Vento funding for acquisition/construction, $193,000 in
supportive services/administration funding and enter into contract with HUD to perform all
responsibilities in relation to receipt of the funding and contracted provisions for construction of the
Central County facility.
FISCAL IMPACT
The funding requested from HUD is necessary to begin the construction of the Central County Family
Center and to provide on-going support services to homeless families residing. No more than 50% of
the total new construction budget can be requested of this funding source. Additional funding including
federal, state, and local government funding is being sought for construction of the housing program.

BACKGROUND:
The Health Services Department seeks funding for construction of the Central County
Family Center to be located in Martinez, CA. The Center will be a mixed-use development
and will include 15 units for homeless families and 15 units for low-income (up to 60%
AMI) families. The units set aside for the homeless will serve families with at least one
parent disabled by mental illness, substance abuse,HIV/AIDS,or dual/multiple diagnoses
and is considered a high priority within the County's Continuum of Care strategy. It is
designed to provide on-going supportive services to homeless Contra Costa families with an
emphasis on families maintaining their permanent, safe, and affordable housing. We
believe that this approach is critical to ending the devastating effect that homelessness has
on our families with children. The Homeless Program anticipates the many of the families
will come from the year-round emergency family shelter programs in Concord and Martinez
and those exiting transitional housing programs.

RECOMMENDATION:
A. Approve and Authorize the Director of the Health Services Department or his
designee to execute and transmit an application along with the necessary
certifications and assurances to the Contra Costa County Community Development
Department for funding from the Emergency Shelter Grant program for the operation
of the County's Homeless Shelter Program at the Concord and Richmond sites during
FY 2003-2004.
B. AUTHORIZE the Director of the Health Services Department or his designee to
accept up to and including $90,004 in Emergency Shelter Grant funding and enter
into a contract with the Contra Costa County Community Development Department to
perform all responsibilities in relation to receipt of the funding and contracted
provisions for receipt of operating funds for the operation of the program.
FISCAL IMPACT:
County General Funds committed to the operation of the shelter will be used to fulfill
the 100% match requirement. No additional appropriation needed.
BACKGROUND:
The Health Services Department seeks funding to operate the emergency shelter
program at full capacity on a year-round basis. The Emergency Shelter Grant (ESG)
program, funded by the U.S. Department of Housing and Urban Development, is a
source of public funding providing valuable housing and service benefits to low-
income residents of Contra Costa County. Without such funding the emergency
shelter program may have to operate at a reduced capacity.
The $90,000 requested in Emergency Shelter Grant funding is necessary for the
operation of the emergency shelter program for adults at Concord and Brookside.
Current funding sources are not adequate for operations of the shelters at full capacity
on a year-round basis. r

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Art Lathrop) to execute on
behalf of the County, Standard Agreement #29-392-20 (State #EMS-3043) and its Contractor
Certification Clauses, with the State Emergency Medical Services Authority, in an amount not to
exceed $135,000, for the Regional Medical Disaster Planning Project, for the period from July 1,
20013 through June 30, 2004.
FISCAL IMPACT:
Approval of this agreement by the State will result in an amount not to exceed $135,000 of State
funding for the Regional Medical Disaster Planning Project for FY 2003-2004. No County funds
are required.
BACKGROUNDIREASON(S)FOR RECOMMENDATION(S):
On September 10, 2002, the Board of Supervisors approved Standard Agreement#29-392-19, with
the State Emergency Medical Services Authority, for the period from July 1, 2002 through June 30,
2003, for the Regional Medical Disaster Planning Project.
Approval of Standard Agreement #29-392-20 will continue State funding for the Medical Disaster
Planning Project services through June 30, 2004, and allows staff to enhance the County's disaster
preparedness by improving coordination between counties, cities, hospitals, Emergency Medical
Services agencies and the State Emergency Medical Services Authority, in the event of an
earthquake or other disaster.
Five sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit
for submission to the State Emergency Medical Services Authority.
