Abolishing Positions and Displacing Employees to the Human Resources Department. THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES THAT: 1. The Board has considered the financial impact on the Human Resources Department due to reduced state and federal funding, and has considered the position and staff reduction/retention plans submitted by the Department. 2. In the absence of an Assistant Director of Human Resources, and in determining to assign certain clerical staff to this position upon it being filled, as well as keeping expenditures within available funding, it is necessary to abolish the position described in the list attached hereto, and lay off employees accordingly. Said list is incorporated herein by reference, and said positions are hereby abolished effective on the dates indicated thereon. 3. It is necessary to add the position described in the list attached hereto in order to maintain a high quality of customer service and maximize the quality of service provided by available staff. 4. The employee affected by the abolition of said position shall be subsequently displaced to the newly added position. 5. The Human Resources Director shall issue a displacement notice, and give notice to the affected employee of the Board's action. 6. The Employee Relations Officer shall give notice of this Resolution to the recognized employee organization representing the employee impacted by this action. 7. To the extent that the subject of this Resolution is within the scope of representation pursuant to the Meyers-litrlillas-Brown Act (Government Code Section 3500 et seq.), this Board offers to meet with the recognized employee organization upon request concerning this Resolution. 8. The recognized employee organization may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect to the Resolution or resulting layoff. This authorization and direction is given without prejudice to the Board's right to reduce or terminate the operations and services of the County and of Districts governed by this Board, and to eliminate classes of employees or positions as involving the merits, necessity, or organization of services or activities of the County or districts governed by the Board and not within the scope of representation.
