SUBJECT: APPROVE and AUTHORIZE the Public Works Director, or Designee to execute a lease with the
Buchanan Airport Hangar Owners Association, Inc., at the Buchanan Field Airport, Pacheco
area.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROLNI3 AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director,or Designee,to execute,on behalf ofthe County,
a Lease with the Buchanan Airport Hangar Owners Association, Inc. for a portion of the Buchanan Field
Airport, under the terms and conditions more particularly set forth in said Lease, effective September 1,
2003. Pacheco area. (District IV) (No Funding)
II. Financial Impact:
There is no impact to the County General Fund. The annual rent of$61,212 will be deposited in the Airport
Enterprise Fund.

111. Reasons for Recommendations and Background:
On July 23,1996, the Board of Supervisors authorized the Public Works Director to execute an Option to
Lease with the Buchanan Airport Hangar Owners Association,Inc. for the option to lease an approximately
3.3 acres of land at the Buchanan Field Airport. The existing tenant subleases the land to owners of
individual T-Hangars who have placed their T-Hangars on the property. These individuals formed a non-
profit organization (Buchanan Airport Hangar Owners Association, Inc.) with the intent of leasing the
property from the airport upon the expiration of the existing tenants Lease. The term of the County's lease
with the current tenant expires August 31, 2003.
The County negotiated the terms of the new Lease with Buchanan Airport Hangar Owners Association,Inc.
at the time the Option was executed. The corporation has exercised the Option to Lease and is executing the
10-year lease with the County commencing September 1, 2003.
1V. Consequences of Negative Action:
This will cause a continued loss of revenue to the Airport Enterprise Fund of$61,212 annually.
