Barry, AICPt3cnty Community Development Director , DATE: August 12, 2003 SUBJECT: Execution of Legal Documents for FY 2003/04 HOME and CDBG Affordable Housing Projects SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director, Redevelopment or his designee to enter into the required legal documents to provide HOME Investment Partnerships Act(HOME) and/or Community Development Block Grant (CDBG) funds to FY 2003/04 affordable housing projects. FISCAL. IMPACT No General Fund impact. Funds for this project will come from FY 2002/03 HOME and CDBG funds from the Housing Development Assistance Fund(HDAF)and FY 2003/04 HOME and CDBG funds. HOME and CDBG funds are provided to the County on a formula allocation basis through the U.S. Department of Housing and Urban Development(HUD). Giant Road Project, San Pablo/East Bay Asian Local Development Corp. $600,000 in HOME funds and$600,000 in CDBG funds. This project involves the new construction of 82 multi-family units for low-income families. 2. ABC Apartments, El Sobrante/California Autism Foundation $300,040 in HOME funds. This project involves the new construction of 9 multi-family units for adults with developmental disabilities. 3. Casa Montego Il, Walnut Creep/Satellite Housing, Inc. $500,000 in HOME funds. This project involves the new construction of 32 multi-family units for senior households. 4. Sycamore Senior Apartments, Hercules/Eden Housing Inc. $1,100,000 in HOME funds. This project involves the new construction of 51 multi-family units for senior households. 5. forth Richmond Infill Development,North Richmond/Community Housing Development Corporation. $350,000 in CDBG funds. This project involves the acquisition of seven to nine vacant parcels for the future development of single-family homes. 6. Montague Avenue Homes, Oakley/Mt.Diablo Habitat for Humanity. $105,000 in HOME funds. This project involves the new construction of three single-family homes. 7. Next Step Rehabilitation, Martinez/SHELTER, Inc $32,400 in CDBG funds. This project involves the rehabilitation of an existing three unit transitional housing facility. 8. West County Human Development Center, Richmond/Neighborhood House of North Richmond. $200,000 in CDBG funds. This project involves the rehabilitation of a former hospital for use as transitional housing for individuals recovering from substance abuse. Legal documents between the County and project sponsors include,but may not be limited to, a loan and regulatory agreement, a deed of trust, and a promissory note.
