APPROVE Keller Canyon Landfill Mitigation project funding for fiscal year 2003-2004. 2. APPROVE and AUTHORIZE fiscal year 2003/2004 Keller Canyon Landfill Mitigation allocations in the amount of$1,655,438 for specified projects (Supervisor Glover). 3. APPROVE and AUTHORIZE the County Administrator, or designee, to execute standard agreements with the City of Oakley in the amount of$28,000 and the Pittsburg Pre-School and Community Council in the amount of$35,000 as specified under the project listing. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): Over the last several months, Supervisor Glover and his staff have been reviewing the applications submitted for FY 2003-04 funding. Proposals were evaluated for consistency with the service categories approved by the Finance Committee in fiscal year 2002-2003: A. Youth Services B. Code Enforcement C. Economic Development D. Public Safety E. General Services F. Cultural Arts Alliance $10,000 Funds would be utilized to help initiate and establish an agency that would recognize the rich cultural traditions of our ethnic population as well as enhance the whole community and begin to produce events that demonstrate multi-culturalism. 2. City of Oakley— School Resource Officer $28,000 This would provide funding toward a School Resource Officer position at Freedom High school and the two Oakley intermediate schools. These funds would be matched by funding from the Liberty Union High School District and the Oakley Union Elementary School District. 3. Pittsburg Mentoring Program $35,000 Funding would support the Pittsburg Pre-School and Community Council's mentoring program for at-risk youth aged 8 to 17 by pairing youth with mentors and providing afterschool activities, job placement and development. 4. Opportunities for Technology Information Careers $25,000 Project is dedicated to economically empowering the County's low-income, hard-to-serve residents by offering training, on-the-job experience, support services, job placement, and long-term follow-up. Funding would enable the program to serve 75 residents of District V. 5. General Services — East County Beautification $145,000 This is a continuation of a program that has been provided in East County for several years. In conjunction with workfare crews, the General Services Department provides assistance with community clean-ups, roadside clean up throughout the unincorporated areas of District V, and tree planting programs. This program provides for the removal of abandoned garbage, appliances, and in some cases, vehicles from the roadsides. 6. East County Midnight Basketball League $25,000 Funding for this project would provide for an evening basketball league for 200 East County Youth. 7. Pacifica County Services Inc - Handicap Accessible Exit $6,000 Funding will help complete handicap exit at the California Theater. 8. Pacifica County Services Inc— LEAP $11,838 Funding will support program to educate community on the dangers of lead poisoning and anemia prevention. 9. Bay Point Children's Dental Health Project $25,000 This project would provide dental care to uninsured children at the Bay Point Family Health Center. These funds would be used to hire bilingual registered dental assistant position and purchase restorative dental equipment. 10.Victims of Violent Crime Support $5,000 Funding would support the"You're are not alone...Community Outreach Campaign"to families of victims of violent crime by providing for operational costs of the program. 11.African American Academic Achievement Committee $15,000 These funds will be used to support the activities of the African American Academic Achievement Committee. °FourAC" is a volunteer organization founded by African American men to support the education and learning or socially — and financially — disadvantaged students. The methods of "FaurAC' involve mobilizing experienced and expert resources among the parents and like-minded community members to focus on improving communication, responsibility, and accountability among these groups. 12.Beford Center–Adult Day Gare Center $10,000 Project offers medical adult day care to patients suffering from Alzheimer's Disease and dementia. Funding would provide scholarships to patients in District V who are otherwise unable to afford these services. 13.Afterschool Program–Garden Proiect $20,000 Funding would enable Bay Point youth to learn and teach about gardening, nutrition, food reparation, leadership, and environmental stewardship through involvements with the "Teen Garden Corp„ in partnership with the Mt. Diablo Unified School District's Service Learning and Work Experience Education programs. 14.Read to Live $20,000 Funding would support the GED program and scholarship program to youth at the Orin Allen Youth Rehabilitation Facility. 15.Proud Fathers Program $20,000 Funding will be used to teach District V participants how to enrich relationships between family members, improve parenting skills, balance home and financial limitations and improve the father/child bond. 16.Patient Navigator Program $20,000 This project assists Spanish-speaking women to access women's health care services. These funds would be used to hire a designated navigator for District V. 17.District V Code Enforcement $194,000 Funding for this project would provide dedicated personnel,two code enforcement inspectors and a part-time clerk,to the code enforcement program focusing on the unincorporated areas of District V. 18.Jr. Achievement $20,000 These funds will be used to identify, train, place, and support the Junior Achievement classroom volunteers as well as assist in providing curriculum guides and program materials for each volunteer, classroom teacher, and student at four Pittsburg elementary schools and one junior high. 19.City of Oakley-After School Program $10,000 The City of Oakley requests funding to supplement middle school program activities and provide transportation home from students living in Bethel Island. The after school program would include three elements: homework and tutorial help, life skills education and enhancement, and recreational activities to build skills and self-esteem. 20.East County Boys and Girls Club $25,000 Funds would enhance programs for youth that stress cultural enrichment, health and physical education, citizenship and leadership development, and social and educational enrichment in East County. 21.Chicano Latino Academies Reaching Out $5,000 Funds would support a"stay in school"program aimed at reducing the historically high minority dropout rate. 22.West Pittsburg Youth Football Association $20,000 Funds would support the youth football program for youths ages 7-14 in West Pittsburg. 23.Into Safe Arms $11,800 Funds would support the purchase of'Teacher Kits"for the Safe Haven Law of California to educate students on the abandoned baby law. 24.Antioch Historical Society $28,000 Funds would support the exterior painting, repairing and refurbishing of the Riverview Union High school museum. 25.Lions Center for the Visually Impaired $13,700 Funds would support transportation for the visually impaired in East County. 25.Delacruz Computer Lab $20,000 Funds would support wages, space rental, upgrades to existing equipment, printers and supplies to computer lab providing computers and Internet access to the community. 27.Pittsburg_ Unified School district $10,000 Funds would help pay for replacing the grass at the Pittsburg High School athletic field with a synthetic grass surface. 28.Pittsbum Unified School District $10,000 Funds would help support the renovation of the creative arts building at Pittsburg High School. 29.Give Always to Others & Co. $14,700 Funds would support media programs for East Contra Costa County communities with information in their community. In addition, the funds will support cultural and arts programs. 30.Contra Costa Library-Bay Point Branch $800 Funds would support prizes for"Just for Teens 2003: It's Possible a@ Your Library"Program to encourage teen reading. 31.Contra Costa Library-Ray oint Branch $500 Funds would support prizes for"Just for Teens 2003: It's Possible @ Your Library„Program to encourage teen reading. 32.Soroptimist International of Pittsburg $5,000 Funds would support donations of books to Pittsburg library, a literacy & education project, funding of the Pittsburg High School Science Museum, and books for underprivileged kids at Christmas. 33.New Connections $15,000 Funds would support services for substance abuse prevention, intervention and treatment for East County residents in cooperation with the Probation and Health Services Department. 34.Delta 20002000 $11,200 Funds would support the completion of Phase 11 for the East County Library for Nonprofits. This library provides resources and technical assistance to area nonprofit organizations serving the community. 35.The Positive Edge $7,500 Funds would support career development for low income women as well as professional clothing and accessories and supportive services to help them maintain their employment. 36.Afterschool4Al1 Initiative $55,000 Funding would support two of the Afterschool 4AII County Initiative's afterschool program providers: Mt. Diablo Unified After School Services Department and Pittsburg Preschool & Community Council (PPCC). Afterschool programming includes but is not limited to: homework assistance; tutoring; reading; computer lab and classes; academic specialty classes (e.g. mad science); arts programming with artists in residence, performances, assemblies, and workshops; cooking and nutrition classes; health education; sports and recreation; youth leadership development; community service projects; and field trips. Mt. Diablo is using the current Afterschool 4AII funding primarily for arts enrichment; and PPCC is using it to expand their afterschool services to reach more students. 37.Child Identification Program $12,000 Funding would provide Child I.D. Kits for Pre-K thru 3fd grade students in District V. 38.Code Compliance Attorney $75,000 Funding would support, in conjunction with funding from Building Inspection and Redevelopment, the cost of a code compliance attorney. 39.County Municipal Adviso[y Councils $25,000 Five Municipal Advisory Councils — Bay Point, Bethel Island, Byron, Discovery Bay and Knightsen --will receive funding for expenses resulting from quarterly meetings, rents, secretarial services, as well as assistance in conducting community activities and services such as copying charges, map preparation and other miscellaneous costs. 40.MAC Community Proiects. Youth Proiects, Senior Proiects $140,000 Funding is for future community area projects within District V and for future youth and senior projects. 41.Sheriff- School Resource Officer& Resident Deputies $413,400 This funding would provide funding for one School Resource Officer at $137,680 and two Resident Deputies totaling $275,360 in Bay Point. 42.West Boulevard Beautiful Proiect $15,000 Funding will help support increasing the capacity of residents in the West Boulevard neighborhood to reduce the effects of illegal garbage dumping and increase health promotion by creating a clean and safe environment. 43.East Contra Costa County Firefighter Youth Academy $10,000 Funding will help support the Youth Academy's youth development and mentoring program. 44.Bay Point Works Community Career Center $30,000 Funding for this project would support neighborhood staffing and leadership at the Bay Point Community Career Center. 45.Teen Age Pro- ram's After School Youth Development Program $10,000 Funds would support the After-School Youth Development Program at Pittsburg High School and Riverview Middle School in Bay Point. The program provides health education and clinical services to low-income, culturally diverse youth throughout the County. 46.Contra Costa Health Services $5,000 Funding would support community based Spanish language education program on nutrition and diabetes. 47.Wingz to Fly $5,000 Funding would support mentoring of foster children in order to teach them the skills they need to lead independent adult lives. 48.Los Medanos College Foundation $20,000 Funding would support upgrades to two classrooms at Los Medanos College. 49.Bay Point Partnership-for the Public's Health $10,000 Funding would support BPPPH Collaborative, which will put on four community forums and a community celebration. 50.Say Area Legal Aid $12,500 Funding will support a domestic violence restraining order clinic in Pittsburg. 51.League of Latin American Citizens $7,500 Funding will support program to help end the increasing dropout rate of Hispanic and African American children from school. 52.Pittsburg Junior Football League (PJFL) $10,0300 Funding will support junior football league whose aims are to foster and develop sportsmanship and teamwork.
