Approve recommendations set forth in October 24, 1983 report to the „Board from the Director of Planning. (.See October 24, 1983 order) 2. Authorize Public Works Director and Director of Planning to continue to negotiate with City of Concord staff to develop a final agreement for presentation to the Board. BACKGROUND The Board of Supervisors referred the Director of Planning' s report to the Public Works Director for review and recommendation on November 1, 1983. The Public Works Department has been directly involved in certain phases of the technical aspects relative to building heights in the Concord Downtown Development plans. The recommendations suggested by the Director of Planning , include those items which the Public Works Department has had direct negotiations with the City of Concord. The Aviation Advisory Committee has also reviewed the recommendations of the Director of Planning and concurs with his recommendation. The City of Concord Planning Commission has .had preliminary review of these recommendations on November 16, 1983. Early indications are that an agree- ment might be reached with some nominal changes to the Director of Planning' s recommendations. BACKGROUND The Director of Planning submitted an October 24 , 1983 report to the Board recommending that the City of Concord be requested to consider certain policies with respect to building height limitations for incorporation into the City' s General Plan. On November 1, 1983 the Board referred the aforementioned report to the Airport Land Use Commission for review and recommendation. The Board has also received comments on this matter from the Public Works Director. WHEREAS, the Airport Land Use Commission considered the proposed Board of Supervisors policies on the proposed Concord General Plan Amendment on building height referred to the Commission on November 1, 1983; and WHEREAS, the Commission recognizes that not all policies of the Airport Land Use Commission are addressed in the proposed Board Policies; and WHEREAS, the Commission considers the proposed Board Policies consistent with the intent and purpose of the Airport Land Use Commission Policy Plan for Buchanan Field Airport; and WHEREAS, the Commission has previously determined that the proposed Concord General Plan Amendments (GP 5-83 and GP 6-83) are inconsistent becuase, among other reasons, they do not provide for adoption of the type of protection for Buchanan Field Airport central to proposed Board Policy A; and WHEREAS, the Commission determines that it is essential that the City of Concord be urged to consider for incorporation into the Concord General Plan such policies as those expressed in the proposed Board resolution. NOW, THEREFORE, BE IT RESOLVED that the Airport Land Use Commission supports and endorses the recommendation of the Director of Planning for adoption of a resolution by the Board of Supervisors requesting the City of Concord to consider Policies A through D for incorporation into the General Plan of the City of Concord.
