''��� {costa DATE: July 8, 2003 ` - County SUBJECT: Impact on County of State Budget Delay SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): ACCEPT oral report from the County Administrator and Department Directors on the impact of the delay in enactment of the State budget, FISCAL IMPACT: To Be Determined BACKGROUND/REASON(S) FOR RECOMMENDATION(S): One week into the new fiscal year, the State of California does not have an approved budget. The State Controller has identified areas where expenses will and will not continue to be paid in the absence of a budget. All prior year(FY 2002-0 ) expenses will be paid. For programs mandated by federal law, State and federal funds, including funds for administration, will continue to be provided in the absence of a fiscal year 2003-04 State budget. Additionally, the State Controller believes that no State or federal funds can be provided for programs that are not mandated by federal law. Additional analysis is being performed by impacted Departments. The Auditor-Controller is in the process of determining the impact of delays in payments on the County's cash flow situation. In many cases payment for July services is normally received 45-days after the services is rendered (i.e., payment is expected to be received in mid-September 2003). Assuming the State passes a budget in the next 30 to 60 days, the impact of the delay in cash payments is likely to be minimal.
