SUBJECT: Transporting Hazardous Materials on the Carquinez Bridges
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
It is recommended that your Board:
1 - Withhold any endorsement of such a ban until more extensive research is
conducted and appropriate answers are obtained;
2 - Urge Solano County to take the initiative in establishing a study group to
determine the existence and magnitude of the situation if appropriate; and,
3 - Authorize the County Administrator to designate a county representative to
serve if such a study group is established by Solano County.
BACKGROUND:
Following the Board action on August 23, 1983 regarding transportation of
hazardous materials on the Carquinez Bridges, the Hazardous Materials Committee of
the County Disaster Council and the Director, Office of Emergency Services,
reviewed the matter and contacted key personnel in Solano County and other relevant
agencies. The matter raised more questions than solutions. Such questions raised
were:
1 - What reports or current data does Solano County have that there is, in
fact, a problem at the bridges?
2 - What is the current problem regarding hazardous materials being transported
across the bridges?
3 - How many accidents involving hazardous materials have been recorded in the
past 2 to 5 years?
4 - What types of products should be considered for the voluntary ban?
5 -What quantity of products should be considered for the voluntary ban?
6 - What is being defined as the peak commute times?
7 - What alternate routes would be available during the ban period?

The Carquinez Straits issue is similar to the Caldecott Tunnel situation. The
key difference is a restriction in the tunnel still allowed the haulers alternate
routes. Such a restriction on the bridges leaves no alternate routes and may, in
fact, be unworkable.
Additionally, the matter of transporting radioactive material is regulated by
the California Highway Patrol and can only be carried by specially permitted haulers.
If Solano County is in possession of data that will indicate traffic hazards on
the bridges due to hazardous materials or would be willing to fund such a study as
the study conducted by CalTrans at the Caldecott Tunnel, the Hazardous Materials
Committee has expressed a willingness to review such documents and assist in
reaching a workable solution.
