FISCAL IMPACT: This contract is included in the Health Services Department ' s Enterprise Z Budget for Fiscal Years 2002-2005 . BACKGRO-MM/REASON(S) FOR !Q=Z =3:QN(S) : Under Contract ##26-475 Contractor will provide courier services to the Contra Costa. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee, (Jeff Smith, 'M.D. ) to execute on behalf of the County, Contract #26- 817-26 with East Bay Nephrology Group, Inc. (Specialty: Nephrology) , a corporation, in an amount not to exceed $37, 600, for the period July 1, 2003 through June 30, 2006, to provide professional Nephrology services to patients at Contra Costa Regional Medical Center. FISCAL IMPACT: Cost to the County depends upon utilization. As appropriate, patients and/or third party payors will be billed for services. In July 2001, the County Administrator approved and the Purchasing Services Manager executed Contract #26-817-25 with East Bay Nephrology Medical Group, Inc. , to provide Nephrology services, including consultation, training and/or medical procedures for' Contra Costa Regional Medical Center and Contra Costa Health Centers, for the period from July 1, 2001 through June 30, 2003 . Approval of Contract #26-817-26 will allow the Contractor to continue providing services for Contra Costa Regional Medical Center and Contra Costa Health Centers through June 30 , 2006 . June 25, 2003 County SUBJECT: Approval of Contract #74-160-4 with Early Childhood Mental Health SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to execute on behalf of the County, Contract #74-160-4 with Early Childhood Mental Health, a non-profit corporation, in an amount not to exceed $86, 269, to provide early intervention mental health services to children of parenting and pregnant women in the Child Welfare System, for the period from July 1, 2003 through June 30, 2004 . FISCAL IMPAC This Contract is 100*i funded by State Prop 10 funds through the Contra Costa Children and Families Commission. CHI LDREN#,S IMPACT STATEMENT: This Prop 10 program supports the following Board of Supervisors , community outcomes : "Children Ready For and Succeeding in School" and "Families that are Safe, Stable, and Nurturing" . Expected program 'outcomes include an increase in positive social and emotional development, as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decreased use of acute mental health care. BACKGROUND/REMONfa) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides screening and early intervention mental health services to at-risk and special-needs children of women who are in the Child Welfare System, and who are receiving substance abuse treatment services in West County. On February 11, 2003, the Board of Supervisors approved Contract #74-160-3 with Early Childhood Mental Health, for the period from January 1, 2003 through June 30, 2003, to provide Early Intervention Mental Health services to children of pregnant and parenting women involved in the Child Welfare System. Approval of Contract #74-160-4, will allow Contractor to continue to provide services, through June 30, 2004 . FISCAL IMPACT: This Contract is funded 45% by Federal Medi-Cal(FFP),45% by State EPSDT, and 10%by Mental Health Realignment. CHILRiMN'S IMEPACT STATEM[ENT: This $ED Program supports the following community outcomes: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include all goals identified by Children's Statewide System of Care guidelines including an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACKgXQLJND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social -needs of County's population in that it provides subacute treatment services for SED children to reduce the need for hospitalization. On July 23, 2002, the Board of Supervisors approved Contract#24-859-9 (as amended by Contract Amendment Agreement #24-859-10) with Edgewood Center for Children and Families, for the period from July 1, 2002 through June 30, 2003, for the provision of Day Treatment services for severely emotionally disturbed children. Approval of Contract#24-859-11 will allow the Contractor to continue providing services through June 30,2004.
