HomeMy WebLinkAboutMINUTES - 07082003 - C67-C71 TO: BOARD OF SUPERVISORS Contra FROM: TONY COLON, DIRECTOR COMMUNITY SERVICES DEPARTMENT Costa DATE: JULY 8, 2003 -- ----- o u my SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT A CHILD CARE CONTRACT WITH THE CALIFORNIA DEPARTMENT OF EDUCATION Specific Request(S)or Recommendation (S)&Background and Justification RECOMMENDATION N: APPROVE and AUTHORIZE the Community Services Department Director or designee to execute and submit State Standard Agreement FCAP-2024 (County #39-861-1) with the California',Department of Education for a total maximum reimbursable amount of$3,484 for one time only Infant/Toddler Child Care Resource program services for the period from June 1, 2003 through June 30, 2004. FINANCIAL IMPACT: Funded through the California Department of Education. These funds will be added to the Community Services Department's FY 2003-04 Budget via an appropriation adjustment. There is no net County cost to these contracts. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONSBACKGROUND: This contract is funded through a grant to the California Department of Education from the federal Department of Health and Human Services and must be used for the benefit of infants and toddlers ages' birth to three years. Funds nay be used for the purchase of equipment and materials, ',expanding recruitment and outreach, staff training, and minor renovations and repairs. Approval of this contract will allow the Community Services Department to enhance services provided to infants and toddlers, age's birth to three years. Specific Request(S)or Recommendation (S) & Background and Justification RECOMMENDATION (5): APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit State Standard Agreement #03F-4308, Amendment No. 3 (County #39-813-19) with the California Department of Community Services and Development in the amount of $68,794 for a new maximum reimbursable amount of $714,$81 for 2003 Community Services Block Grant (CSBG) program services for the period from January 1,2003 through December 31, 2003. FINANCIAL IMPACT: This Contract is federally funded through the California Department of Community Services and Development and is included in the Community Services Department's budget for FY 2003-04. No County funding is required. REASONS FOR RECOMMENDATIONS/BACKGROU'ND: On June26, 2001 the Board of Supervisors approved the 2002-03 Community Action Pian, subsequently amended and approved on July 24, 2001. Approval of CSBG State Standard Agreement #0317-4308 Amendment No. 3 will support continued CSBG self-sufficiency programs and emergency services for eligible county individuals and families. The U.S.' Department of Health and Human Services (OHMS) has approved the Department of Community Services and Development's (State) request to distribute' $5.1 million in pre 1995 unspent Community Services Block Grant (CSBG) funds. This document includes provisions for a four-month automatic extension through October 31, 2004. FINANCIAL IMEACT': No County cost is included. BACK_ R0j29 I AS0NCN 5) FOR RFC'.OMMF.ND T ONE ): On May 14, 2002, the Board of Supervisors approved Novaticyn Contract #28-559-8 with West Contra Costa County Meals on Wheels for home-delivered meal services for the County's Senior Nutrition Program, for the period from July 1, 2002 through June 30, 2003, which contained provision for a four- month automatic extension through October 31, 2003. This program provides an average of 450 meals per day, five days per week. The meals are delivered to designated senior citizens' homes in the cities of Richmond, North Richmond, San Pablo, El Cerrito, El Sobrante, Pinole, Rodeo, Crockett and the unincorporated areas surrounding these cities. Approval of this Novation Contract#28-559-9 will replace the four-month automatic extension under the prior Contract and allow the Contractor to continue providing services, through June 30, 2004.
