Adopted this Order on November +29, 198L,, by the 'following vote:
AYES: Supervisors Powers1,7Fanden; McPeak, Torlakson, Schroder
NOES: None
ABSENT: None
ABSTAIN: - None
SUBJECT: Report on Status of County' s Medi-Cal Proposal
The Board having received a November 4, 1983, memorandum
from, A. S. Leff, M.D. , Health Services Director , providing information
on the status of negotiations on the County' s proposal to assume
responsibility for the management of the entire Medi-Cal Program in
Contra Costa County;
Supervisor T. Torlakson having commented on the contract
with the State that provides for the reimbursement of costs for
services rendered by the County to Medi-Cal recipients and the
State' s failure to reimburse the County under the provisions of said
contract, and having commented on the severity of the problem,
particularly as to its effects on the County' s fiscal crisis; and
Supervisor Torlakson having then suggested that at the
time. the negotiations are completed for the management of the
entire Medi-Cal Program in the County, that a clause be included
in the contract with the State to require prompt payment on time;
and
Supervisor S. W. McPeak having recommended that this item
be resubmitted as part of the County' s legislative package, and having
suggested that the County Administrator solicit the participation
and cooperation of other jurisdictions to join together in a united
effort to seek redress of this problem through legislation that would
require payment to local governments in the same manner that the
State is obligated to pay private enterprises under contract with
the State; and
There being no further discussion, IT IS BY THE BOARD
ORDERED that the aforesaid information is REFERRED to the County
Administrator .
IT IS FURTHER ORDERED that the County Administrator is
REQUESTED to include in the County' s legislative program proposed
legislation that would require the State to reimburse local juris-
dictions for Medi-Cal costs in conformance with guidelines required
for reimbursement to local businesses.
