Approval of Novation Contract #24-925-9 with Lincoln Child Center
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna Wigand)
to execute on behalf of the County, Novation Contract #24-925-9 with Lincoln
Child Center, a non-profit corporation, in an amount not to exceed $843,146, to
provide school-based mental health services for severely emotionally disturbed
students and their families, for the period from July 1, 2003 through June 30,
2004. This Contract includes a six-month automatic extension through December
31, 2004, in an amount not to exceed $421,573
FISCAL IMPACT:
This Contract is funded 42t by Federal FFP Medi-Cal, 42t by State EPSDT, and 2%
by Mt. Diablo Unified and 14% by Pittsburg Unified School Districts. No County
funds are required.
CHILDRENtS IMPACT STATEMENT:
This mental Health EPSDT Program supports the following Board of Supervisors'
community outcomes: Children ready for and succeeding in school; Families that
are safe, stable, and nurturing; and Communities that are safe and provide a high
quality of life for children and families. Expected program outcomes include an
increase in positive social and emotional development as measured by the Child
and Adolescent Functional Assessment Scale (CAFAS) .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides
therapy, medication support, case management, outreach, and crisis intervention
services to elementary aged students in East County in order to reduce the need
for out-of-home placements.
On January 7, 2002, the Board of Supervisors approved Novation Contract #24-925-8
with Lincoln Child Center, for the period from July 1, 2002 through June 30, 2003
(which included a six-month automatic extension through December 31, 2003) , for
the provision of School-Based Mental Health Services for Severely Emotionally
Disturbed (SED) Students and their Families.
Approval of Novation Contract #24-925-9 will replace the six-month automatic
extension under the prior agreement, and will allow the Contractor to continue
providing services through June 30, 2004.

Approve and authorize the Health Services Director, or his designee (Pat Godley) to execute on
behalf of the County, Contract Amendment Agreement#23-274-5 with ECHO Consulting Services
of California, Inc., a corporation, effective June 362003, to amend Contract #23-271E-3 (as
amended by Contract Amendment Agreement#23-274-4),to increase the Contract payment limit by
$190,000, from $220,000 to a new total of $410,000, and to extend the term of the agreement
through June 30,2004,
FISCAL UvWACT:
Funding for this Contract is included in the Department's Mental Health budget, and is funded by a
combination of Federal Medi-Cal,grants,and third party revenue. No County cost.
BACKGRf3'C3ND/R EAS0N(S)FOR RECO]4rNIENDATION(S):
On June 4, 2002, the Board of Supervisors approved Contract#23-274-3 (as amended by Contract
Amendment Agreement #23-274-4), with ECHO Consulting Services of California, Inc. for the
period from July 1, 2002 through June 30, 2003, for the provision, of a hardware and software
maintenance agreement supporting the Department's Mental Health and Alcohol and Other Drugs
Services Divisions.
Approval of Contract Amendment Agreement #23-274-5 will allow the Contractor to continue
providing services through June 30,2004.
