I. Recommended Action:
APPROVE John Glenn Drive Overlay project contingency fund increase of$15,000 fora new total
of$24,024 effective July 8, 2003 and APPROVE and AUTHORIZE the Public Works Director, or
designee, to execute Contract Change Order No. 1 with Top Grade Construction, Inc., effective
July 8, 2003, in an amount not to exceed $16,000 to a new paymentlimit of$125,000,for existing
item increases.
II. Financial<Impact:
The project contingency funds are currently insufficient to cover the in reared cost. The increase in
contingency funds will be funded by Measure C Funds.

Ill. Reasons for Recommendations and Back round:
Additional funding is needed to pay the contractor for repairing additional pavement, base, and
median failures as well as for extra work outside the original contractual agreement. The limits of
the roadway section to be removed and replaced was more than originally determined on the plans.
Thus, at the request of the Public Works Department, contractor removed additional existing
asphalt concrete pavement and underlying base rock to the depths shown on the plans and
replaced the removed roadway section with new asphalt concrete at the depths shown on the
plans. Unsuitable material was encountered within the right lane of the reconstruction area
therefore Public Works Department changed the structural section to a full depth asphalt concrete.
The unsuitable material was excavated and aggregate base was placed. Approval of the project
contingency fund increase is required to compensate the contractor for the additional work.
IV. Consequences of Negative Action:
The lack of approval would prevent successful completion of this contract and preclude payment to
the contractor for required work.

Amendment for Miscellaneous Environmental Investigations between the County of
Contra Costa and Fugro West Inc. Countywide. All Districts
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute, on behalf of
Contra Costa County an Amendment for miscellaneous environmental investigations with Fugro
West Inc., effective June 10, 2003, in the amount of $25,000 for a new maximum payment limit of
$50,000 and extending the completion date from June 31, 2002 to December 31, 2004 in
connection with various County, District and Agency projects.
IL Fiscal Impact:
Varies with services rendered in assigned projects from Local Road, Flood Control, Water
Conservation District and other project fund's. Costs will be charged directly to the project.
There will be no impact to the General Fund.
Ill. Reasons for Recommendations and Background:
The Public Works Department is involved in various projects in the County, which require
environmental investigation for the County, Flood Control District and Redevelopment Agency.
County staff members wish to continue retaining the professional services of this firm because of
its current involvement, reliable performance and experience in environmental investigation in the
types of projects involved.
IV. Consequences of Negative Action:
The County would be unable to retain the se ices ecessary to complete the assigned project in a
timely manner.

AMENDMENT TO CONSULTING SERVICES AGREEMENT
1. EFFECTIVE DATE AND PARTIES. Effective on June 10, 2093, Contra Costa
County (herein called "PUBLIC AGENCY"), and Fugro West, Inc. formerly Known as
Subsurface Consultants (herein called "CONSULTANT"), mutually agree as follows:
2. PURPOSE. The parties desire to amend the agreement they entered into, effective
September 15, 2000, entitled "Consulting Services Agreement," and March 15, 2001
and December 31, 2001 entitled "Amendment and Second Amendment to
Consulting Services Agreement," to provide a time extension for additional work
furnished to the Public Agency.
3. AMENDMENT. Said agreement is hereby amended as follows:
1.d Completion date: Change from "June 31, 2002" to "December 31
2004,"
1.e. Payment Limit: Increase the Payment limit by $25,000 for a new maximum
payment limit of$50,000.
4. EFFECT. Except for the amendment agreed to herein, said contract remains in Rall
force and effect.

II. FISCAL IMPACT:
The estimated project cost is $ 50,000, funded by Alamo Area of Benefit(100%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The purpose of this study to is to evaluate various alternatives that would improve traffic circulation along
Danville Boulevard from Stone Valley Road to Jackson Way. A review of the accident history along
Danville Boulevard indicates the potential for vehicle collisions at various driveway locations and the center
two-way left turn lane. Alamo residents and community groups have also expressed concerns regarding
traffic safety issues along the Danville Boulevard within the downtown Alamo area. This study will identify
alternatives that will reduce the potential for vehicle collisions and increase traffic circulation efficiency.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project study will ultimately result in the delay of identifying an appropriate traffic
improvement alternative and its implementation.

RE: Downtown Alamo Traffic
Danville Boulevard Median Island Test
Dear Chairman*
I am writing in regard to the referenced 7/8/03 Roads and Transportation agenda item, to voice
opposition to commencement of the Danville Boulevard Median Island Test Project. I am the
owner of Stone Valley Center,at 3158-64 Danville Boulevard, which is more commonly known
as the Longs Drug center. The Test Project was designed at the request of now.
Supervisor Donna. Gerber, reportedly in response to numerous citizen complaints about traffic
safety in downtown Alamo, ars issue 1 will address below. However, none of the downtown
property owners and merchants was advised of this project until May 13, 2003, on which date
those owners and merchants who were members of the Alamo Merchants and Professional
Association were invited to a presentation by the Public Works Department. Accordingly,only a
few of the merchants and property owners wcrc notified and attended. At the meeting,we were
presented with the attached pamphlet, which showed that construction of the test was to
commence within a few weeps.
I would urge that,rather than authorizing the Test Project, you authorize the expenditure of funds
to perform a comprehensive traffic study of a variety of solutions to traffic and pedestrian safety,
some of which are much simpler than the Median Island proposal, and could be vastly more
effective,both from a standpoint of cost and a standpoint of traffic flow.
There is a problem of traffic flow and safety in Downtown'Alamo, at least during the evening
rush hours during the week. The issue has been the subject of numerous meethW over the years,
most of which I attended, including the two Town Hail meetings hosted by former Supervisor
Gerber. Subsequent to the second"r own hall meeting,the 6ubject went"underground", and was
apparently pushed forward in a series of under-publicized quasi-official community
organizations. Downtown property owners and merchants were completely unaware of the

tenants and lana owners, the District 111 staff, and Public Works,which said meeting,was held on
7/1/03. The merchant and property owner turnout at that meeting was impressive, and included
representatives of Safeway, Longs, Rite-Aid, the US Post Office, both major shopping centers,
and other large tenants, all of whom voiced concern over the immediacy of the timing of and the
scope of the project.
The Agenda item for the Median Island Test Project was originally scheduler) for the Board of
Supervisors Meeting on 6/24/03. After concerns were raised by some major merchants and land
owners, the item: was pulled from that Agenda,and rescheduled to the Agenda of 7/8/03. 1 have
been told that the Agenda item has also been re-worded,such that tfie Board is not being asked to
authorize funds to conduct the Danville Boulevard Median Island Test Project; rather, that the
Board is to be asked for funds to study the traffic situation in downtown Alamo,which said study
would include various traffic counts, and the study of other proposals involving the Danville
Boulevard/Stone Valley Road intersection,among others. If this is true, I favor such a study, but
the Median Island Test Project, and the resultant installation of median islands would create
many more traffic flow and safety problems than it would solve. Thank you for your

BACKGROUND/REASONS FOR RECOMMENDATIONS
Over the past several years the Board of Supervisors(primarily through the Transportation,
Water and Infrastructure Committee) and staff have been working with the Contra Costa
Transportation Authority(OCTA)and the Metropolitan Transportation Commission(MTC)
to initiate a study of paratransit issues in Contra Costa County.The study will begin shortly,
a consultant is expected to be under contract with the CCTA by July 2003.
Paratransit issues have previously been referred to the Transportation, Water and
Infrastructure Committee.
