FISCAL IMPACT: This Contract is 63% funded by Federal Department of Housing and Urban Development McK nney-Vento and 37% County Funded, and is included in the Department's Fiscal Year 2003- 2004 budget. BACKGROUND/REASON(S)FOR REC0TN11 NDATI0N(S): This Contract meets the social needs of County's population in that it provides Homeless Hotline for the homeless shelter programs, including intake and assessment, crisis counseling, data collection and analysis, and distribution of emergency shelter vouchers. On June 25, 2002, the Board of Supervisors approved Contract #25-009-12 with Contra Costa Crisis Center, For the period from July 1, 2002 through June 30,2403, for the provision of a 24-hour County-wide Homeless Hotline. Approval of Contract #25--009-13 will allow the Contractor to continue providing services through June 30, 2004. SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECC)IYIIVTENDATION 1: Approve and authorize the Health services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract ##24-773-7 with Milhous Children's services, Inc., a non-profit corporation, in an amount not to exceed $131,286, to provide a day treatment program for seriously Emotionally Disturbed (SED)adolescents and latency-age children at Milhous Treatment Ranch, for the period from July 1, 2003 through June 30, 2004. FISCAL IMPACT: This Contract is funded. 50% by Federal Medi-Cal, and 50% by state EPSDT. Contractor will bill Medi-Cal through the current County system under the Rehabilitation Option for all eligible services, and the Federal Financial Participation will accrue to the County. CHILDREN'S IMPACT STATEMENT: This Mental Health program supports the following Board of supervisors' community outcomes: "Children Ready For and Succeeding in school,", "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides mental health day treatment for wards of the court to reduce the need for hospitalization. On September 10, 2002, the Board of Supervisors approved Contract #24-773-6 with Milhous Children's Services, Inc., for the period from July 1, 2002 through June 30, 2003, for the provision of a day treatment program for Seriously Emotionally Disturbed (SED) adolescents and latency- age children at Milhous Treatment Ranch. CHILDREN'S IMPACT STATEMENT: This California Children's Services Program supports County's "Children and Youth Healthy and Preparing for Productive Adulthood" and "Children Ready For and Succeeding in School" community outcomes by providing therapy services to increase the physical skills of children which allows them greater independence and self reliance in school as well as in adulthood. BACKGROUND/REASON(S) FOR RECOMMEND ATICIN(S�: The CCS Program provides medically necessary therapy services to children, as prescribed by their Physicians. This Contract will provide temporary physical, occupational and speech therapist to fill staff vacancies during peak loads, temporary absences and emergency situations. Under Contract #22-876 the Contractor provide therapy services for the California Children's Services Program, through June 30, 2004. BACKGROUND/REASON(S) FOR RECOMMEN'I)ATION(S}: On July 16, 2002, the Beard of Supervisors approved Contract #23-320-3 with Compliance Solutions, LLC, for the period from July 1, 2002 through June 30, 2003, to provide consultation and technical assistance with regard to implementation of an Electronic Claims and Remittance System to meet the Department's objectives of automating the Accounts Receivable payer transactions and meeting Federal HIPAA regulations. Approval of Contract #23320-4 will allow the Contractor to continue providing service through June 30, 2004.
