RECOMMENDATION
APPROVE and AUTHORIZE the Purchasing Agent or designee to purchase a van for the East
Contra Costa County Fire Protection District.
FINANCIAL IMPACT
The estimated cost of the van is $29,650, which will be funded from developer fees budgeted in the
East Contra Costa County Fire Protection District budget (7012/4953).
BACKGROUND
The East Contra Costa County Fire Protection District is purchasing a vehicle for an employee with
physical limitations. Risk Management's ADA Consultant has recommended a minivan. The
employee is Currently using a personal vehicle, and the vehicle is not equipped for the required job
duties. This vehicle was not on the Master List for Vehicle Replacement in FY2002-2003.
Therefore, in accordance with Administrative Bulletin No. 508: "County Vehicle and Equipment
Acquisition and Replacement Policy with Guidelines," approval is requested for the purchase of the
vehicle. Based on a review of the need for the new vehicle and Consideration of alternative fueled
vehicles, the Fleet Manager recommends approval of this request. This request has been reviewed
and approved by the County Administrator for consideration by the Board of Supervisors.

SUBJECT: 'Vehicle for Larr*Hein
I have reviewed Mr. Hein's memo of September 27,2002 in which:he discusses various
options for the vehicle he will need to perform some of his job dudes.
I also met with him on October ,2002 to evaluate the vehicle heihad selected as his best
option. We met at a local automobile dealership to view the HondA Odyssey. I observed
his getting in and out of the vehi+ le as well as using the side door s#nd the back bench and
door. We also reviewed how he"uld use the vehicle to access stored items. It appears
the only modification that would be needed would be the installati#n of a left throttle
pedal device. it would appear this devicecould be installed in the*chicle.
Mr. Hein currently does not have his prosthesis. It is anticipated hd will transition into the
prosthesis over the next few months. It is not anticipated'that the use of prosthesis would
after.his ability to electively use this vehicle. It also should be notod there will be times
when he will not be wearing the prosthesis. He will use a wheelchair when there is a need
for him.to cover a long distance. There will also undoubtedly be tunes when he will not
wear the prosthesis and will only use his crutches.
It appears the Honda Odyssey is the best option for a vehicic'for Mr. Hein with regards to
its adaptability to his limitations. With only the addition of the left+throttle device,the
vehicle will allow.him to travel as required in his job duties.
