RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to-APPLY for and

FINANCIA1, IMPAC3:-
Grant requires a 20%match to be funded by CalWORKs funds; 15% County, 85%Federal, and Workforce
Investment Act(WIA)Funds; 100%Federal.
BACKGROUND:
In 2001, the Employment and Human Services Department developed and implemented a demand response
bus transportation program to respond to the needs of CalWORKs participants and designed to overcome the
transportation barriers faced in obtaining training and employment necessary for self-sufficiency.
If funded.,the grant will allow the Employment and Human Services Department to expand transportation
services to add capacity during weekday peak periods and extend regular weekday evening hours of service for
CalWORKs participants. Funding will also allow expansion of transportation services to WIA clients who are
enrolled in intensive employment and training programs at the East Bay WORKS One-Stop Career Centers in
Contra Costa County.

No County costs. Revenue up to $87,577.
RACKGROUND!
In September 2002, the Contra Costa Community College District notified EHSD that it will reimburse the
Department for CaIWORKs childcare services for its students using the CaIWORKs grants awarded the
community colleges. This revenue agreement will allow EHSD to identify and receive reimbursement for up
to $87,577 in childcare costs of participants enrolled in FY 2001/2002.

The U.S. Department of Labor issued Workforce Investment Act(WIA)grant funding by formula to States for
distribution to local Workforce Investment Boards to fund employment and employment-related services,
including specific allocation for youth employment and occupational skills training. On March 7,2000,the
Board of Supervisors(Item 0.157)authorized the County five-Year WIA Plan for submission to the Governor
in order to apply for the formula WIA funds. The State of California Employment Development Department
provided notice to the Contra Costa County Workforce Development Board(WDB)of the availability of up to
$1, 024,935 in youth formula allocation funds under the Title I WIA subgrant for 2.002103. The Title I WIA
subgrant also has an adult and dislocated worker formula allocation but that portion of the subgrant has been
delayed as a result of the State's late adoption of its 2002/03 budget and will be issued to the WDB at a later
time.
The County,through the Employment and Human Services Department(EHSD), serves as the fiduciary agent
for these funds. This action will enable EHSD to execute the subgrant agreement on behalf of the WDB in order
to receive the grant funds. The funds received through this subgrant will be used to provide a wide range of
educational, employment, occupational training and other supportive services to eligible youth in Contra
Costa County, excluding the City of Richmond, which receives its funding directly from the State.

FISCAL IMPACT•

BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On September 11, 2001, the Board of Supervisors approved Interagency
Agreement #29-495-4 with Acalanes Union High School District, for
the period from September 1, 2001 through August 31, 2002 .
Approval of Interagency Agreement #29-495-5 will allow Acalanes
Union High School District (AUHSD) to continue paying the County for
the provision of professional mental health intervention services
to AUHSD-designated severely emotionally disturbed Special Education
students, who are participants in the Learning Intervention Center
at Campolindo High School, and their families through August 31,
2003 .

(Sexually Transmitted Disease Program) in an amount not to exceed $50, 148,
to fund the Chlamydia Awareness and Prevention Project (CAPP) , for the
period from July 1, 2002 through June 30, 2004 .
FISCAL IMPACT:
Approval of this Standard Agreement will result in an amount not to exceed
$25, 074 for Fiscal year 2002-2003 and $25, 074 for Fiscal Year 2003-2004, not
to exceed a total of $50, 148 of State funding, for the Chlamydia Awareness
and Prevention Project (CAPP) . No County funds are required.
BAgKGRaiJND/RLASOX(S) FOR RLCOMI13EN ATION{S} :
More than 68, 700 cases of Chlamydia (CT) were reported in California in
1997 . However, due to underreporting and undiagnosed infections, experts
estimate that closer to 300, 000 women and their partners are infected
annually. The purpose of this project is to facilitate, develop, and
enhance local capacity for Chlamydia (CT) awareness and prevention through
a process of community-health department collaboration and partnership.
Approval of Standard Agreement #28-643-2 will continue funding for this
Chlamydia Awareness and Prevention Project (CAPP) to strengthen the
infrastructure of agencies serving young people, at risk for sexually
transmitted disease, through June 30, 2004 .
Three certified/sealed copies of this Board order should be returned to the
Contracts and Grants Unit .

RECOMMENDATION:
A. AUTHORIZE the Director of the Health Services Department or his designee to
accept up to and including $130,P00 in City of Richmond general funding and enter
into a contract with the City of Richmond to perform all responsibilities in relation to
receipt of the funding and contracted provisions for receipt of operating funds for the
operation of the West County Emergency Shelter program.
FISCAL IMPACT:
No additional County funds required.
BACKGROUND:
The $130,000 requested in City of Richmond funding is necessary for the operation of
the West County Shelter program. Current funding sources are not adequate for
operation of the shelter at full capacity on a year-round basis.
The Health Services Department seeks funding to support an additional 25 beds (10
for persons exiting encampments, 15 for Richmond residents), which will bring the
West County Shelter to its full capacity of 100 beds.

divisions. Additional funds are required for the completion of the program.

FINANCIAL IMPACT:
Costs for consulting services are funded through the Workers' Compensation Self-Insurance
Trust Fund.
BACKGROUND/REASONS FOR RECOMMENDATION:
Single Source Consulting is owned and operated by Tony Su, MBA and ARM. The services are
being contracted to review, evaluate and consult with the Risk Manager and Assistant Risk
Manager/Workers' Compensation. This includes past and current cost analysis, continued
review, strategic planning, claims audit and ergonomic recommendations for our workers'
compensation program.

1. 'RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or designee, to sign a contract on behalf of the
County with John A. Montagh, in an amount not to exceed $62,400 for Rangemaster/Armorer/
Instructor services for the period of November 1, 2002 through October 31, 2003.
II. FINANCIAL IMPACT:
NONE. Funding for this service is included in the Office of the Sheriffs budget.
Ill. BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The Office of the Sheriff Contracts with police agencies and with Martinez Adult School for the
use of the Sheriffs Range. These Contracts depend on an on-site coordinator for the realization
of their goals. The safety of persons and property is the responsibility of the Rangemaster.
Office of the Sheriff safety personnel must train and qualify with firearms on a semi-annual
basis. Each year, the Training Center schedules over 150,000 hours of firearms training. This
training occurs at the Sheriff's Range using multiple shooting ranges. When firearms are being
used simultaneously on more than one range, the services of a Rangemaster are critical. Mr.
Montagh has been a firearms instructor for the Office of the Sheriff for more than twelve years,
is a certified armorer, and has served as Rangemaster for over five years.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this request would lessen the Office of the Sheriffs ability to meet mandated
legal requirements for Peace Officers in regards to firearms training and would increase the
County's liability for daily activities conducted at the Sheriffs Range. Funds provided by
outside agency contracts would be reduced or lost.
