'Wigand, LCSW) regarding the status of the Mental Health Rehabilitation Center proposed for 550 Patterson Blvd in Pleasant Hill. BACKGROUND': The Board of Supervisors requested a follow-up to the presentation made by Ms. Wigand on July 23, 2002 regarding the Mental Health Rehabilitation Center`that is currently being planned for operation at 550 Patterson in Pleasant Hill. This Center will be operated by Crestwood'Facilities, Inc. and will contract with Contra Costa Mental Health Division to provide appropriate care for adult clients. The Board discussed the history of the issue and requested clarification on various items including responsibilities of the City of Pleasant Hill and their responsibilities in terms of the land use agency. The Chair invited comments from the public. Wigand, LCS 00,11-14 Mental Health Director SUBJECT: PATTERSON FACILITY FOLLOW-UP BACKGROUND & UPDATE J On July 23, 2002, the Board of Supervisors requested a follow-up regarding the proposed Mental Health Rehabilitation Center(MHRC)to be operated by Crestwood Behavioral Health,Inc. at 550 Patterson Blvd,Pleasant Hill. The following is a summary of activities pertinent to the development of the MHRC since July 23'. 1. Use-Permit Issues: Since early July,use-permits have been a source of controversy between Crestwood and the Pleasant Hill Planning Commission, lnitially, Crestwood sought to keep the existing convalescent permit for the MHRC. This type of permit was used prior to Crestwood's interest in developing a mental health center and it was considered to be the appropriate license for the new facility. The Pleasant Hill Planning Commission did not see the former"convalescent" designation as appropriate and requested Crestwood to replace the"convalescent" designation to a"hospital"use designation. This decision was influenced by community membersconcerned about the impact of mental health clients living in a residential area. Crestwood sought an appeal regarding this change from the Planning Commission. On August 12, Crestwood Behavioral Health, Inc. dropped their appeal. Process The community has many concerns about the new facility in their area. They fear a decline in safety and land values. Crestwood Behavioral Health, Inc retained a consulting firm to facilitate meetings in the community regarding the MHRC. The City of Pleasant Hill is managing this process and Contra Costa Mental Health and constituency groups have been invited to participate. 3. Authority Contra Costa Mental Health would like to be the sole placing authority for the MHRC. We will assess individuals for placement under strict criteria and monitor client progress.County Mental Health Case Management staff will have offices on site and a presence on a daily basis. In addition,we will have an opportunity for a county psychiatrist to follow MHRC client to ensure'continuity of their'care. NEED FOR FACILITY IN CONTRA COSTA COUNTY The MHRC is one of the seven levels of care licensed by the California Department of Mental Health. An MHRC can be either locked or unlocked. It provides intensive treatment and support services'designed to assist persons 18 years and over with psychiatric conditions to develop the skills to become self-sufficient and capable of increasing levels of independent' functioning. Our core values include recovery, continuity of care, and a supportive environment in which to recover. Through agencies such as Crestwood Behavioral Health,Inc,we are able to provide supportive services to those with psychiatric disabilities in order to work on their recovery which includes developing skills to live independently. Currently,there are no MHRC facilities in Contra Costa County. This means we must send individuals out of county to more expensive,placements.',Beyond the fiscal impact of this strategy, the client is also disconnected from their families,continuity of care, and prolonging their recovery time.
