Based on the recommendation of the Family and Human Services Committee, the full Board authorized staff to pursue the construction of a new 40-bed Discovery House facility on property immediately adjacent to the existing facility and transformation of the existing building into a 16-bed Sober Living facility for graduates of Discovery House. This option was estimated to cost $2.9 to $3.4 million, exclusive of land costs and renovations that may ultimately be needed before establishing the Sober Living program in the existing Discovery House building. The Board also approved a financing plan proposed by the CA© that would pay for the cost of the new facility. To date, a conceptual design for the new facility has been completed. The estimated cost of completing the new facility based on this conceptual design is consistent with the financing plan approved by the Board in March 2002. BACKGROUND: Discovery House is a 24-bed residential treatment facility for men that provides 90-day supervised treatment for substance abuse. The current facility is located at 4639 Pacheco Boulevard(in unincorporated pocket adjacent to Martinez)in a substandard building that is owned by the County and operated by the Alcohol and Other Drug Services Division of the Health Services:Department. The pending Public Works Department project to realign.Pacheco Boulevard provided an opportunity for the County to acquire land adjacent to the existing Discovery House facility so that the facility maybe improved. RECENT DEVELOPM�MENTS Conceptual Design Completed Based on the direction provided by the Committee at its November 2001 meeting, the County's General Services Department (GSD) has hired the firm of Jacobson Silverstein Winslow Architects QSW)to develop a detailed program and a site plan for the new 40- bed facility on the property adjacent to Discovery House. To date, a conceptual design for the neer facility was recently completed. While the relatively small amount of the land available creates a considerable architectural challenge, JSW has proposed a design that represents a vast improvement over the existing facility and adds value to the surrounding community. The proposed design will lead to a facility with the desired residential characteristics and includes pleasing architectural details that will improve the environment of the surrounding neighborhood(see attached drawings). Initial Cast Estimate is Within Budget The estimated cost of completing the new Discovery House facility based on the conceptual design developed by JSW is approximately $3.4 million. This cost is consistent with the financing plan proposed by the CAO approved by the Board in March 2002. At this point, the cost estimate should be viewed as preliminary given that the architectural design still requires more detailed development. Occupancy Projected in June 2004 Previous reports to this Committee have stated the desirability of completing the new Discovery House facility prior to the planned realignment of Pacheco Blvd., which is part of a larger CalTrans project to improve I-680. CalTrans recently decided to postpone the I-680 project due to budget cutbacks. Nevertheless, staff continues to work towards occupancy of the new Discovery House facility at the earliest possible date. The current schedule projects occupancy in June 2004 (see attached).
