SUBJECT: Report on the County's Biennial Compliance Checklist for Fiscal Years 2000-2001
and 2001-2002 for the Centra Costa Congestion Management Program.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
FIND the policies and programs of Centra Costa County, as reported in the Biennial
Compliance Checklist for Fiscal Years 2000-2001 and 2001-2002, submitted to the Contra
Costa Transportation Authority (see Exhibit§ A and B), conform to the requirements for
compliance with the Contra Costa Congestion Management Program (CMP), and
AUTHORIZE their signature by the Chair of the Board of Supervisors.
FISCAL IMPACT
Compliance with the CMP will ensure the County receives its allocation of state gas tax
revenues under Section 2105 of the Street and Highways Code and will maintain its
eligibility for other state and federal transportation revenues. These revenues are used for
transportation purposes.
BACKGROUND/REASONS FOR RECOMMENDATIONS
As the Congestion Management Agency(CMA),the Contra Costa Transportation Authority
(Authority) has the responsibility of ensuring that local jurisdictions comply with the
Congestion Management Program(CMP), To monitor local compliance,the Authority has

developed a biennial checklist for local jurisdictions to ensure that the requirements of the CMP are
met. The checklist asks whether each jurisdiction has met the following requirements of the CMP:
• Participation in multi-jurisdictional planning activities of the Regional Transportation Planning
Committees (RTPC's)
• Attainment of the CMP's traffic Level of Service standards within the jurisdiction;
• Adoption and implementation of a Transportation Demand Management Ordinance; and
• Evaluation of the impacts of land use decisions on the transportation system.
Each jurisdiction is directed to submit their completed checklist first to their council or board for
approval by a majority vote. Upon the council or board's approval the checklist is then transmitted to
the Authority by December 1, 2002.
CONSEQUENCES OF NEGATIVE ACTION
Failure to approve the Transportation Water and Infrastructure Committees recommendation will
cause the County to be out of compliance with the CMP, cause the State to withhold the County's
allocation of gas tax revenues under Section 2105 of the Streets and Highways Code, lead to a
reduction in road maintenance projects in unincorporated areas, and may prevent the use of future
federal and state transportation revenues in the unincorporated area.
