Barry, AlCP, Director of Community Developmen DATE: September 24, 2002 SUBJECT: El SobrantefRedevelopment Plan Adoption SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ADOPT Resolution designating the survey area to be studied for Redevelopment for the EI Sobrante community(Exhibit A). FISCAL IMPACT The proposed Redevelopment Plan Adoption process for the El Sobrante/Montalvin Manor community does not involve the utilization of County General funds. The estimated$450,000 cost for plan adoption is covered by the following sources: • State Downtown Rebound Grant $75,000 • CDBG Grant $75,000 .' Loans from Contra Costa County Flood Control/Road Fund $ 50,000 ■ Community Development Housing Trust $250,000 The Redevelopment Plan Adoption process will identify the potential effects of revenue diversion on the County General fund and County Controlled funds pursuant to the Redevelopment Reform Act of 1994, the County and County Controlled Agency will be eligible for a statutory required pass through of tax increment revenue should the Redevelopment Pian be adopted. This strategic plan was developed with the El Sobrante community and represented an effort to identify a means of revitalizing the San Pablo Dam commercial area. Among the recommendations was the identification of a redevelopment process to stimulate private investment and revitalization activity. The proposed survey area includes the San Pablo Darn Road corridor that was the subject of the Transportation and Land Use Plan and also includes the Appian Way corridor from its intersection with San Pablo Dam Road to approximately Valley View Drive. Similar to the San Pablo Dam corridor, the Appian Way corridor includes a significant number of under utilized parcels that are unable to fully develop under the perimeters of the adopted County General Plan. The Redevelopment process would provide for orderly development potential to be realized. On August 6, 2002 by Resolution 2002/471 the Board designated the "Downtown El Sobrante Redevelopment Survey Area." It was subsequently determined that the Survey Area Map included partial parcels, therefore a revised Survey Area Map has been prepared and is recommended for adoption. W:\Personal\BoardOrders\BOARD.elsobrante.montalvin.9.02 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on September 24, 2002,by the following vote: AYES: s{Ti;'msi7Rs t7nKm, MM, DeSAt NM, MOM and GIOIA NOES: NM ABSENT: ABSTAIN: t Resolution No.: 2002/581 SUBJECT: A Resolution of the Board of Supervisors of Contra Costa County designating a Redevelopment survey areas pursuant to the Redevelopment Law of the State of California The Contra Costa County Board of Supervisors RESOLVES THAT: The Contra Costa County Board of Supervisors desires that certain area be studied to determine if a redevelopment project within such area is feasible; and Health and Safety Code Section 33310 provides that a redevelopment survey area may be designated by resolution of the Board of Supervisors. On August 6, 2002 the Board of Supervisors adopted Resolution 2002/471 designating a "Downtown El Sobrante Redevelopment Survey Area." It was subsequently determined that the Survey Area Map included partial parcels, therefore a revised Survey Area Map has been prepared. NOW, THEREFORE,BE IT RESOLVED that the Contra Costa County Board of Supervisors designates the area shown on Exhibit A as a redevelopment survey area in accordance with Health and Safety Code Section 33310, such survey area to be tentatively referred to as "Downtown El Sobrante Redevelopment Survey Area." BE IT FURTHER RESOLVED that the Board hereby finds that Downtown El Sobrante Redevelopment Survey Area require study to determine if a redevelopment project or projects within such designated survey area is/are feasible.
