RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his Designee
(Jeff Smith, M.D. ) , to execute on behalf of the County, Contract #26-
448 with National Healthcare Alliance, LLC, a limited Liability
Corporation, in an amount not to exceed $80, 000, for the period from
October 1, 2002 through September 30, 2004, to provide physician
recruitment and temporary locum physician services for Contra Costa
Regional Medical Center.
FISCAL IMPACT:
This contract is funded in the Health Services Department Enterprise
I Budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
For many years the County has contracted with registries to provide
temporary qualified personnel to assist the Department during peak
work loads, temporary absences and emergency situations.
Under Contract #26-448, Contractor shall provide temporary physician
and recruitment services, through September 30, 2004 .

Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
#22-746-3 with AIDS Community Network, a Non-profit Corporation, in
an amount not to exceed $43 , 200, for the period from October 1, 2002
through September 30, 2003 , to provide outreach and referral
services to HIV/AIDS clients in West County.
FISCAL IMPACT
This Contract is funded by Federal funds through the Ryan White CARE
Act, Title III . No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
In May 2001, the County Administrator approved and. the Purchasing
Services Manager executed Contract #22-746-1 (as amended by Contract
Amendment Agreement #22-746-2) with AIDS Community Network for the
period from March 1, 2001 through September 30, 2002, to provide
outreach and referral services to HIV/AIDS clients in West County.
Approval of Contract #22-746-3 will allow the Contractor to continue
providing services through September 30, 2003 .

SUBJECT: CONTRA COSTA CONVENTION AND VISITORS BUREAU CONTRACT

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute an agreement with the
Contra Costa Convention and Visitors Bureau to provide tourist and convention development
activities on behalf of the Sheraton Concord and the Embassy Suites hotel for the period of July 1,
2002 through June 30, 2003 in the amount of$253,577.
BACKGROUND:
Over the last sixteen years, the County has contracted with the Contra Costa Convention and
Visitors Bureau (CCCVB) to promote the use of hotel and convention facilities located in the
unincorporated areas of the County. The Bureau currently promotes both the Sheraton Concord
Hotel and the Embassy Suites.
The majority of funding for CCCVB comes from the City of Concord and the County and is
calculated in the third quarter of each year based on the return of Transient Occupancy Tax(TOT)
for the hotels represented in the prior year. CCCVB currently represents four hotel properties,two
for the City of Concord (the Hilton and Holiday Inn) and two for the County (the Sheraton and
Embassy Suites). In fiscal year 2000-2001,the City of Concord received$2,002,504 in TOT while
the County received $1,847,001. Consequently, the ratio being used for fiscal year 2002-03 is
52/48, with the City of Concord funding 52% of the cost and the County funding 48%.

In January, 2001, the Board of Supervisors approved adding Embassy Suites to the agreement
with CCCVB. CCCVB assessed the funding needed for an additional property and the County
agreed to contribute$193,390 toward the budget in fiscal year 2001-02. This calculation was not
based on full TOT returns for both the Embassy Suites and Sheraton as TOT data was not yet
available for fiscal year 2000-01 and in fiscal year 1999-00 only the Sheraton was represented by
CCCVB. The calculation was instead based on the best estimate of cost for an additional
staffperson to work with the new property. For fiscal year 2002-03, the cost to the County would
be $253,577 based on the TOT returns from fiscal year 2000-01.
Since 1992, the Board of Supervisors has allocated $250,000 in TOT received from the Embassy
Suites toward the Childcare Affordability Fund. Last year the Childcare Affordability Fund was
distributed as follows:
$140,000 to the Contra Costa County Child Care Council for countywide childcare subsidies;
➢ $60,000 for emergency foster home child care;
➢ $50,000 to the Pittsburg Pre-School Coordinating Council for infant care.
The County and the City of Concord had been experiencing an average increase of 11% in TOT
annually since fiscal year 1997-93, however in fiscal year 2001-02, the TOT dropped by 13.8%
overall. The drop in TOT has been attributed to the decrease experienced in the travel industry
over the last year.
