SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee,
(Jeff Smith, M.D. ) to execute on behalf of the County, Contract #26-
996 with East Bay Cardiology Medical Group, a Corporation
(Specialty: Cardiology) , in an amount not to exceed $39, 000, for
the period from October 1, 2002 through September 30, 2003 , for the
provision of professional Cardiology physician services for patients
in West County.
FISCAL IMPACT:
Cast to the County depends upon utilization. As appropriate,
patients and./or third party payors will be billed for services .
BACKGROMMIUASON(S) FOR RECOMMENDATIONS :
For a number of years the County has contracted with Medical and
Dental Specialists to provide specialized professional services
which are not otherwise available in its hospital and clinics.
Under Contract #26-996, East Bay Cardiology Medical Group will
provide Cardiology physician services, including, but not limited
to, consultation and clinic coverage, for West County patients at
the Richmond Health Center, through September 30, 2003 .

Approval of Contract #74-098-2 with Ujima Family Recovery Services
SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION
RECgI MEAT£3ATION(s) :
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-098-2 with
Ujima Family Recovery Services, a Non-profit Corporation, in an amount not
to exceed $216, 419, to provide residential dual-recovery services for
pregnant and/or parenting women, for the period from October 1, 2002 through
September 30, 2003 .
FISCAL IMPACT:
This Contract is 100° funded by a Federal Center for Substance Abuse
Treatment (CSAT) Grant .
CHILDREN'SPACT STATEMENT:
This Dual-Recovery program supports the Board of Supervisors' "Families that
are Safe, Stable, and Nurturing" community outcome by providing parenting
education, stability, and safety for pregnant women and parenting women who
require substance abuse treatment and who are Severely and Persistently
Mentally Ill (SMPI) while they are in treatment . Expected outcomes include
decreased use of alcohol, tobacco and other drugs, reduction in the number
of relapses, creation of a saber social network, and a decrease in re-
traumatization.
BA.CKGRUMM/REASON(S) FOR RECOMMEIMATION(S) :
This Contract meets the social needs of County' s population in that it
provides substance abuse and mental health treatment services to pregnant
and parenting women, in order to prevent perinatal substance abuse and
maintain appropriate family relationships .
On November 6, 2001, the Board of Supervisors approved Contract #74-098-1
with Ujima Family Recovery Services to provide perinatal residential dual-
recovery treatment services for women for the period from October 1, 2001
through September 30, 2002 .
Approval of Contract 74-0982 will allow the Contractor to continue
providing services through September 30, 2003 .

Approve and authorize the Health Services Director or his designee

Amendment Agreement #22-796-4 with Sha' ala Yeates (dba the Journey) ,
a sole-proprietor, effective September 1, 2002 , to amend Contract
#22-796-2 (as amended by Contract Amendment Agreement #22-796-3) to
increase the total Payment Limit by $26, 575 from $25, 964 to a new
total Contract Payment Limit of $52 , 539 .
FISCAL IMPACT:
This Contract is 100% State funded.
BACKGROUND/REASON(S) FOR RECOMMENDATION 4 S) :
In October 2001, the County Administrator approved and the
Purchasing Services Manager executed Contract #22.796-2 (as amended
by Contract Amendment Agreement #22-796-3) with Sha' ala Yeates (dba
The Journey) , for the period from October 1, 2001 through September
30, 2003 , for the provision of consultation, technical assistance,
and evaluation services to the Department with regard to the
Breastfeeding Peer Support Project .
Approval of Contract Amendment Agreement #22-796-4 will allow the
Contractor to provide additional hours of services through September
30, 2003 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt Camhi) ,
to execute on behalf of the County, Contract #27-171-2 with Alliance Medical
Group, Inc. (formerly Greater Pinole Physicians Group) , in an amount not to exceed
$65, 000, for the period from August 1, 2002 through July 31 , 2003 , for provision
professional primary care services for Contra Costa. Health Plan members .
FISCAL IMPACT:
This Contract is funded by Contra. Costa Health Plan member premiums . Costs depend
upon utilization. As appropriate, patients and/or third party payors will be
billed for services .
BACKGROUND/REJSON(S) FOR RECOMMENDATION(S) :
On February 1, 1997 the Local Initiative for Medi-Cal managed care in Contra Costa
County was implemented. Local Initiatives are required to include traditional
Medi-Cal providers from the community in their provider networks . This Contract
is necessary to meet State mandates to expand the number of community providers
for the Local Initiative, along with a Department of Corporations audit finding
that requires formal contracts with low volume providers .
Approval of Contrast #27-171-2 will allow the Contractor to provide professional
primary care services to Health Plan members, through July 31, 2003 .
