Approval of Contract #74-103-2 with Bi-Beit Corporation
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-103-2 with Bi-
Bett Corporation, a Nonprofit Corporation-, in an amount not to exceed
$216, 419, to provide residential Dual-Recovery Services for pregnant and/or
parenting women, for the period from October 1, 2002 through September 30,
2003 .
FISCAL IMPACT:
This Contract is 1000 funded by a Federal Center for Substance Abuse
Treatment (CSAT) Grant .
CHILDREN'S IMPACT STATEMENT:
This Dual -Recovery program supports the Board of Supervisors ' "Families that
are Safe, Stable, and Nurturing" community outcome by providing parenting
education, stability, and safety for pregnant women and parenting women who
require substance abuse treatment and who are Severely and Persistently
Mentally Ill (SMPI) while they are in treatment . Expected outcomes include
decreased use of alcohol, tobacco and other drugs, reduction in the number
of relapses, creation of a sober social network, and a decrease in re-
traumatization.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County' s population in that it
provides substance abuse and mental health treatment services to pregnant
and parenting women, in order to prevent perinatal substance abuse and
maintain appropriate family relationships .
On December 18, 2001, the Board of Supervisors approved Contract #74--103-1
with Bi-Rett Corporation to provide Dual-Recovery residential treatment
services for the period from October 1, 2001 through September 30, 2002 .
Approval of Contract #74-103-2 will allow the Contractor to continue
providing services through September 30, 2003 .

Approve and authorize the Health Services Director, or his designee
(Steve Tremain, M.D. ) , to execute on behalf of the County, Contract
#26-399-1 with Kuelewa Furaha, in an amount not to exceed $136, 000
for the period from October 1, 2002 through September 30, 2003 , to
provide professional acupuncture treatment services to patients
referred by Contra Costa Regional Medical Center physicians .
FISCAL IMPACT:
Funding for this contract is included in the Health Services
Department Enterprise I budget . As appropriate, patients and/or
third.-party payors will be billed for services .

On October 24, 2000, the Beard of Supervisors approved Contract #26-
399 with Kuelewa Furaha for professional acupuncture treatment
services to patients referred by Contra Costa Regional Medical
Center physicians, including but not limited to patient education
classes on Basic Self-Healthcare practices; review and update
written policies, procedures and protocols for needle control,
infections, and clinic emergencies; collect, document, record and
provide data on the number of acupuncture treatments, for the period
from October 2 , 2000 through September 30, 2002 .
Approval of Contract #26-399-1 will allow the Contractor to continue
to provide acupuncture treatment services through September 30,
2003 .

Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Contract #24-941-6 with True to
Life Children' s Services, in an amount not to exceed $51,465, to provide
intensive day treatment and mental health services to severely emotionally
disturbed children, for the period from July 1, 2002 through June 30, 2003 .
FISCAL IMPACT:
This Contract is funded 51% by Federal FFP Medi.-Cal Funds and 49% by State
EPSDT funds .
CHILDREN'S IMPACT STATEMENT:
This Mental Health Program supports the following Board of Supervisors
community outcomes : "Children ready for and succeeding in school" ; "F'am'ilies
that are safe, stable, nurturing" ; and "Communities that are safe and
provide a high quality of life for children and families" . Expected
outcomes include all goals identified by Children' s Statewide System of Care
guidelines including an increase in school attendance as measured by school
records, increase in positive social and emotional development as measured
by the Child: and Adolescent Functional Assessment Scale (C.A.FAS) , increase
in family satisfaction - as measured by the Parent Satisfaction Survey,
decreased use of acute care :system, and placement at discharge to a lower
level of care.
BACKGR0U=/REAS0N(S) FOR REQQMMENDAT10N(S) :
On July 17, 2001, the Board of Supervisors approved Contract #24-941--5 with
True to Life Children's Services, for the period from July 1, 2001 through
June 30, 2002, to provide intensive day treatment and mental health services
to Seriously Emotionally Disturbed (SED) children.
Approval. of Contract #24-941-6 will allow the Contractor to continue
providing services through June 30, 2003 .

RECOMMENDATION( ) :
Approve and authorize the Health Services Director, or his designee
(Chris Grazzini) , to execute on behalf of the County, Contract Amendment
Agreement #26-347-4 with Medstaff, Inc . , a Corporation, effective
September 1, 2002 , to amend Contract #26-347-3, to increase the total
Contract payment Limit by $70, 000 from $180, 000 to a new total payment
limit of $250, 000 .
FISCAL IMPACT:
Funding for this Contract is included in the Health Services Department ' s
Enterprise I budget .
HACKGRO /REASON(S) FOR RECC3MMENDATION(S) :
For several years the County has contracted with nursing registries to
provide temporary licensed nursing personnel to assist Contra Costa
Regional Medical Center and Health Centers during peak loads, temporary
absences and emergency situations . There is a nationwide nursing and
healthcare staff shortage, and in spite of persistent efforts to recruit
nurses and other healthcare staff, the Department has experienced great
difficulty in filling any vacant positions . Therefore, the Department
has had to rely heavily on registry services in order to provide quality
nursing care for patients .
On May 21, 2002, the Board of Supervisors approved Contract #26-347-3
with Medstaff Inc . , to provide temporary nursing registry services, for
the period from May 1, 2002 thorough April 30, 2003 .
Approval of Contract Amendment Agreement #26-347-4 will allow Contractor
to provide an additional level of registry services, to include
cardiopulmonary staffing, through April 30, 2003 .

with Alhambra Radiology Associates, for the period from July 1, 1999
through September 30, 2002, for the provision of professional
diagnostic imaging services .
Approval of Contract #26-009-24 will allow Contractor to continue to
provide diagnostic imaging services, through December 31, 2002, while
the negotiation process continues .

Fee Schedule

December 31, 2002, for diagnostic imaging services, including but
not limited to, x-ray, ultrasound, mammography, fluoroscopy, CT
Scans, MRI ' s, and nuclear medicine, Contractor shall be paid as
follows :
b. $ 0 ,00 per month, payable to Contractor for on-going tele-
phone charges to permit transfer of on-call radiology images via
teleradiology for five (s) radiologists; and
In the event, Contractor successfully recruits and hires an
additional Radiologist to provide services hereunder, County will
pay Contractor an additional monthly amount NOT TO EXCEED $8,334.
C . For on-call :
(1 ) S45 ,90 for each four-hour period of Cin-Call Telephone
Response Services; and
(2) $45.0-0 per hour for each hour of Cori-Call Hospital Duty
Services.
