This contract supports three of the five community outcomes established in the Children's Report Card: 1)
":Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for
Productive Adulthood"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children
and Families."
BACKGROUND!
Employment and Human Services Department issued a Request for Interest (RFI) in December 2001 on
behalf of the Weed and Seed Board to recruit service providers to the Weed and Seed Program. The Center
for Human Development provides a weekly teen group program, which includes mentorship outreach to
younger children, mentors, and community service projects.
Center for Human Development program services such as the Honor Society Program and Internet Computer
Literacy were completed under another contract and thereby eliminated from this contract.

FINANCIAL IMPACT
$100,000 Temporary Assistance to Needy Families (TANF) Incentive Funds, 100% Federal. No County costs.
CHILDREN'S IMPACT STATEMENT:
The programs generated from the grant funding would support four of the Contra Costa County's community
outcomes" (1) Children Ready for and Succeeding in School" "(3)Families that are Economically Self-
sufficient", "(4) Families that are Safe, Stable and Nurturing", and"(5) Communities that are Safe and Provide a
High Quality for Children and Families"by developing and expanding access to transportation to assist
participants in obtaining and sustaining non-subsidized employment and becoming self sufficient.
RACKGROTTND:
In December 2001, the Board of Supervisors passed Resolution#2001/610 in support of funding for the Annual
School Bus Pass Pilot Program administered by AC Transit and included in the recent Metropolitan
Transportation Commission grant. Under this program, AC Transit will work with local schools to develop,
implement and promote an annual student bus pass program for public middle and high school students eligible
for the Free and Reduced Lunch Program.
In support of this program, Contra Costa County Employment and Human Services will contribute $100,000 for
each of two program years as matching funds to AC Transit for the Metropolitan Transportation Commission
Grant, Annual School Bus Pass Pilot Program. TANF funding of this service will support parents' ability to
seek and maintain employment; provide financial support to family self-sufficiency efforts; and encourage
school attendance of children.

Under Contract #26-452, Bay Medic Transportation will provide
ambulance transportation services to transport patients to and from
Contra Costa Regional Medical Center and Contra Costa Health Centers
skill nursing facilities, and home, as requested by County, through
June 30, 2003 .

Approve and authorize the Health Services Director, or his designee (Donna
Wigand) , to execute on behalf of the County, Contract #74-108-23 (1) with
Psychological Services Center in an amount not to exceed $50, 000 for the
period from July 1, 2002 through June 30, 2003, to provide Medi-Cal
Specialty Mental Health services .

On January 14," 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing the Health Services Director to contract with the State
Department of Mental Health to assume responsibility for Medi-Cal Specialty
Mental Health services. . Responsibility for outpatient mental health
specialty services involves contracts with individual, group and
organizational providers to deliver these services.
On February 5, 2002, the Board of Supervisors approved Contract #74--108-23
with Psychological Services Center for the period from October 1, 2001
through June: 30, 2002, for the Medi-Cal Specialty Mental Health services.
Approval of Contract #74-108-23 (1) will allow the Contractor to continue
providing services, through June 30, 2003.
