RECOMMENDED ACTION: Approve and authorize the Director of General Services or his designee to execute an agreement with Destiny Communications, Inc to remove a communication tower and install antennas and communication infrastructure at a cost not to exceed$200,000 effective September 24, 2002 through June 30, 2003. II. FINANCIAL, IMPACT: Funding has been provided for this project. III. REASON FOR RECOMMENDATION AND BACKGROUND: On October 26,1999 the Board of Supervisors approved a Board Order that declared an emergency exists related to the seismic safety of the County's telecommunications infrastructure. Part of the report that accompanied this declaration provided for the replacement of the tower at Bald Peak and the building at Kregor Peak. The tower at Bald Peak has been replaced,now the antennas from the old tower need to be transferred to the new tower and the old tower needs to be removed. The replacement building at Kregor Pear is scheduled to be completed by the end of October 2002. The building's interior needs to be completed so all the radio equipment can be installed. This contract with Destiny Communications, Inc. provides for the removal of the old communication towers at Bald Peak,the installation of the antennas on the new Bald Peak tower and the installation of the necessary support structure at Kregor Peak for all the cabling from the antennas on the tower to the radio transmission equipment located in the new building. IV. CONSEQUENCES OF NEGATIVE ACTION: If this request is not approved we will not be able to proceed with the seismic retrofitting of these sites. The agreement will have a payment limit of $98,100.00, which amount shall not be exceeded without prior written authorization by the Director of General Services. 2. AUTHORIZE the Director of General Services to execute the agreement and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $10,000.00. FINANCIAL IMPACT Sufficient funds for this project are budgeted in the Plant Acquisition Budget, 50% of which are Community Development Block Grant (CDBG) funds. BACKGROUND This project involves surveying approximately 891,000 square feet of various county buildings for compliance with the requirements mandated by the Americans with Disabilities Act of 1990. Sally Swanson Associates was selected because of the experience and qualifications demonstrated during interviews with the Architectural Selection Committee on January 12, 2001. FINANCIAL IMPACT: This contract is federally funded through the Head Start Basic Grant. Funding for this contract is included in the Community Services Department's FY2002-03 budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONS/BACKGROUND: Due to an on-going shortage of qualified teaching staff available for hire and the increased need for teaching staff to maintain a fill-day, full-year child care and development program, temporary teaching staff services are contracted to keep the child-teacher ratio in the Community Services Department classrooms in compliance with federal and State regulations. Approval of this contract will provide continuing temporary teaching staff services through March 14. 2003.
