SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: A. APPROVE the Director of the Health Services Department or his designee to execute and submit a continuation application along with the necessary certifications and assurances to the US Department of Health and Human Services Administration for Children and Families (ACF), Family and Youth Services Bureau for funding from Runaway and Homeless Youth programs for the operation of a Basic Center for youth ages 14-21 in West Contra Costa County. B. AUTHORIZE the Director of the Health Services Department or his designee to accept up to $200,000 in Runaway and Homeless Youth grant funding and enter into a contract with US Department of Health and Human Services to perform all responsibilities in relationship to receipt of the funding and contracted provisions for the operation of the program. FISCAL IMPACT: The funds requested from Runaway and Homeless Youth Basic Center grant is necessary for the operation of a multiservice center for homeless teenage youth. Funds already allocated for the Emergency Shelter for Single Adults will be used to satisfy the ten percent (10%) applicant match required by the Runaway and Homeless Youth grant. in addition, in-kind resources have been leveraged from other public entities to support the project. No additional County funds are required. The goal of this program is to provide outreach, short-term shelter, goal-oriented counseling, educational and vocational opportunities to homeless and street youth in West County ages 14-21 that will enable them to become self-sufficient, productive adults. We aim to provide temporary shelter and an array of supportive services through the multi-service center. all designed to help them exit the streets permanently. The County Homeless Program plays an instrumental role in the planning and coordination of homeless services for Contra Costa County. With the support of the community. homeless service providers and the Continuum of Care Board, the Homeless Program has developed a continuum of care for homeless single adults and families that includes supportive services, emergency shelter,transitional and permanent housing. The inclusion of runaway and homeless youth in this continuum is timely and necessary and in March 2000. the Homeless Continuum of Care Advisory Board finally recognized homeless youth as a distinct population with different issues and needs from adults and families. To: BOARD OF SUPERVISORS FROM: William Walker, M.D. , Health Services Director Contra By: Ginger Marieiro, Contracts Administrator Costa DATE: September 10, 2002 County SUBJECT: Approve Submission of Funding Application #28-639-2 with the U.S. Environmental Protection Agency SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and Authorize. the Health Services Director, or his designee (Lewis Pascalli, Jr. ) to submit Funding Application #28- 639--2 to the U. S. Environmental Protection Agency, in an amount not to exceed $11, 000, for the period from July 1, 2002 through June 30, 2003 , for the Hospital Waste Management Project and, to accept subsequent Grant Awards and execute the necessary grant documents, on behalf of the County, if such funding is awarded. FINANCIAL, IMPACT: Approval of this Application by the U.S . Environmental Protection Agency will result in $11, 000 for the Hospital Waste Management Project . No County funds are required. REASONS FOR RECOMMENDATIONS/BACKGROUND: Can September 11, 2001, the Board of Supervisors approved Submission of Funding Application #28-639-1 with the U.S. Environmental Protection Agency (EPA) , for the Hospital Waste Management Project through December 31, 2001 . The goal of the Hospital Waste Management Project is to create educational materials to be used at all California hospitals to reduce the amount of solid waste that is unnecessarily incinerated as medical waste . This project creates an educational tool that provides financial and environmental benefits not only to the Contra Costa Regional Medical Center, but to all hospitals in California who request the materials generated by the grant . In order to meet the deadline for submission, the application for funds has been forwarded to the U.S . EPA, but subject to Board approval . Diablo Unified School District SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director or his Designee (Wendel Brunner) , to execute on behalf of the County, Interagency Agreement #28-582-1 with Mt . Diablo Unified School. District, to pay the County an amount not to exceed $4, 000, for the period from September 15, 2002 through June 30, 2003 , for the Outreach TB Testing Program for Mt . Diablo Unified School District School District (MDUSD) Employees . FINANCIAL IMPACT: Approval of this Interagency Agreement will result in $4 , 000 to support the Outreach TB Testing Program, through June 30, 2003 . No County funds are required. REASONS FOR RECOMMENDATIONS/BACKGROUND: In the past, Mt . Diablo Unified School District employees received vouchers to be used at Public Health. Clinics for TB testing. Employees experienced extremely long waits to redeem their vouchers for testing and subsequent reading. In an effort to provide better services, Mt . Diablo Unified School District, Contra Costa Health Services, Public health Clinic Services, and Vista Oaks Occupational Medicine have coordinated to provide TB testing and readings services at two MDUSD facilities. On March 5, 2002, the Board of Supervisors approved Interagency Agreement with the Mt . Diablo Unified School District, for the period from November 5, 2001 through June 30, 2002, to provide the Outreach TB Testing Program for Mt . Diablo Unified School District School District (MDUSD) Employees . Approval of Interagency Agreement #28-682-1 will allow Mt . Diablo Unified School District to pay the County a total of $4, 000 , to continue the Outreach TB Testing for its employees, through June 30, 2003 . FISCAL IMPACT: Approval of this Agreement will result in an amount not to exceed$20,000 of State Office of Traffic Safety funding, through the City of Walnut Creek, for the for Nurses and Cops Caring for Contra Costa Children (NC5)project. No County funds are required. Ar .RQ 1N=FAS0N(S)FOR R OMJENDATION(S): This Contract meets the needs of County's residents in that it provides resources to evaluate child passenger restraint use in Contra Costa County and analyze the impact of child passenger restraint use on reducing injury among young children. Standard Agreement#28-699 will provide State funding for the Evaluation Plan for Nurses and Cops Caring for Contra Costa Children (NC5)project through March 31, 2003. The Grantor has requested to be held harmless and indemnified as part of their standard for approval of the Grant Agreement with the County. Except for funding this Project, the City of Walnut Creek will have no direct involvement in the implementation of this Project. Therefore, in the view of County Risk Management this indemnification will create a minimal potential loss. The Health Services Department desires to expedite approval of the Agreement as written. Three sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit.
