DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk,and
AUTHORIZE the Public Works Director to arrange for payment of a$25 fee to Community Development
for processing, and a$25 fee to the County Clerk for filing the Notice of Exemption, and

II. FINANCIAL IMPACT:
The estimated project cost for the Viera Avenue Bicycle Lanes Project is $344,000($309,600(90%) State
Bicycle Transportation Account funds and $34,400 (10%)Local Roads funds).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The purpose of this project is to provide a Class II bike lane facility along Viera Avenue. This project is
included in the East Contra Costa County Bikeway Plan as part of the Trunkline Route intended to provide
connectivity between communities and major activity centers. The Viera Avenue segment connects the
residential and commercial areas along east 18'h Street and Wilbur Avenue where several industrial
employers are located.
The project consists of pavement widening,excavation to sub-grade,overlay of existing pavement,striping,
signing,and upgrading the paving surface at the railroad crossing. Viera Avenue will be widened 6 feet on
the westerly side between 18th street and the railroad crossing. Between the railroad and Wilbur Avenue,
Viera Avenue will be widened 4 feet on either side. (See Fig. 2 and 3) Minor tree trimming and brush
removal may be necessary. In order to minimize damage to any of the trees, any roots exposed during
excavation or overhanging branches will be cut cleanly. No stands of trees will be affected. Therefore,these
trees do not constitute a scenic resource. One lane of traffic will be open during construction activities.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.

The project will not have a significant effect on the environment. The recommendation is
based on the following: The project consists of minor alterations in the condition of land and vegetation,
which does not involve removal of healthy,mature or scenic trees. The project will create bicycle lanes on an
existing right-of-way.
What changes to the project would mitigate the identified impacts

GENERAL CONSIDERATIONS:
1. Location: The project is located in the north countyjust north of Antioch. Bike lanes will be added along Viera
Avenue between Wilbur Avenue and East 181"Street. (See Fig. 1 and 2)
2. Project Description:
The purpose of this project is to provide a Class 11 bike lane facility along Viera Avenue. This project is included
in the East Contra Costa County Bikeway Plan as part of the Trunkline Route intended to provide connectivity
between communities and major activity centers. The Viera Avenue segment connects the residential and
commercial areas along east 1$ Street and Wilbur Avenue where several industrial employers are located.
The project extends 1,460 feet and consists of pavement widening,excavation to sub-grade,overlay of existing
pavement, striping, signing, and upgrading the paving surface at the railroad crossing. Viera Avenue will be
widened 6 feet on the westerly side between 1$;" street and the railroad crossing. Between the railroad and
Wilbur Avenue,Viera Avenue will be widened 4 feet on either side. (See Fig.2 and 3)This will widen the street
to a width of 34 feet, keeping within the existing 50 to 60 feet of County right of way. There is a drainage pipe
that runs adjacent and parallel to the railroad track that may need to be extended to accommodate the street
widening. Relocation of joint pules and mailboxes may also be necessary. Nitrogen and other gas pipelines
running parallel to Viera Avenue will be protected in place during construction. Minor grading will be required to
conform to private property access points,however final conform work is expected to be minimal as the existing
earth shoulders and driveways are relatively flat. Minor tree trimming and brush removal may be necessary.
Construction activities may also impact the root systems of some trees. There is an apricot tree within the right
of way that will need root trimming. In order to minimize damage to any of the trees, any roots exposed during
excavation or overhanging branches will be cut cleanly. No stands of trees will be affected. Therefore, these
trees do not constitute a scenic resource.
Real property transactions may be necessary in support of this project, although it is anticipated that the only
encroachment on private property would be for potential relocation of mailboxes and minimal conform work. One
lane of traffic will be open during construction activities.
