Dehaesus Contra WStaDirector of Planning Co DATE: November 18, 1983 County SUBJECT: Allocation of CDBG Contingency"'funds As Recommended By The Housing and Community Development Advisory Committee SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND.JUSTIFICATION RECOMMENDATIONS 1. An allocation of $30,000 from the 1983-84 CDBG Economic Development Fund to the Antioch Economic Development Corporation (AFDC) revolving loan fund. AEDC must submit a plan outlining means of assuring benefits to low and moderate income persons and not duplicate efforts of Pacific Community Services Inc., under SBA 503 program. 2. An allocation of $8,000 from the 1983-84 CDBG Contingency to the Family Stress Center to conduct a co-location study for several public service agencies. No commitment is made to participate in,funding a facility, and consideration will not be undertaken with substantial participation from Concord and Walnut Creek. 3. An allocation of $10,000 from the 1984 CDBG Contingency to the County Public Works Department for cost overruns in the Arthur Road Reconstruction Project. 4. An allocation of $5,000 from the 1983-84 CDBG Contingency to th Pleasant Hill Park and Recreation District to complete expansion of parking area at Senior Center. 5. An allocation of $60,000 from the 1983-84 CDBG Contingency to the City of El Cerrito to complete Senior Center expansion and remodeling. BACKGROUND/JUSTIFICATION On November 9, 1983 the Housing and Community Development Advisory Committee approved the above recommendations and conditions. These actions are necessary in order to carry out the intent and purpose of the Community Development Block Grant Program. The Antioch Economic Development Corporation has utilized funds provided in the past and needs additional resources to continue program. The Family Stress Center building has been sold to the City of Concord and proceeds are held by the County for a new multi-purpose location. The Arthur Road project encountered unusual engineering problems which increased cost. The parking expansion at the Pleasant Hill Senior Center, which previously received CDBG funding, is substantially funded from other sources. The new CDBG allocation bridging the gap. The City of El Cerrito received higher than anticipated bids on this project hich is funded under the "Jobs Bill".
