It comprises 25 youths between the ages of 12 and 18 who reside or attend school in Contra Costa County. The IOC reviews nominations for up to ten At Large seats. The IOC reviewed and approved the above nominations for the CYC 20012/2003 roster at its September 16, 2002 meeting and recommends appointment. Countywide Youth Commission Mell To: Internal Operations Committee From: Adam Chow, Countywide Youth Commission Program Coordinator Date: August 30, 2002 Re; Countywide Youth Commission Appointments for 2002-03 The Countywide Youth Commission (CYC) Appointments Committee has made its recommendations to fill At-Large Seats. The Appointments Committee solicited applications from the public for eight (8) open At-Large Seats. Applications were due by June 14, 2002. Due to a lack of applications, a second round of applications were solicited and due by July 5, 2002. After the second round of soliciting applications, the committee felt there were enough applicants from which to choose from. Each applicant was contacted by phone to attend an interview with the Appointments Committee. The interviews took place on July 17, 2002. After applicants were interviewed, the committee then discussed and made their recommendations for open positions. Applicants are recommended based on 1) community involvement; 2) awareness of the needs in their community; 3) passion, dedication, and commitment to youth issues, 4) personal itylability to connect with others; and 5) ability to enhance the CYC. Why do you want to be a member of the Countywide Youth Commission? I want to be a member of the Countywide Youth Commission, because I feel that youth in the area(including me)don't really have a say in what is happening in our surroundings. We have problems and new ideas that we want heard, but there is no one to tell. That is what I intend to change, because the youth are the future and we need to be heard. Additionally, I have always felt a need to be involved with my community, and I think it is apparent by my community service activities. I enjoy helping out the people around me, because of the good feeling of helping someone or changing something for the better. I just have had an urge to participate in the City Planning Commission and hopefully the Countywide Youth Commission. 2. List the 3 most important issues for youth in your area and how you found out about them? There are many issues that face the youth in the area and I feel that I am aware of many of them and I am sure that there are some that I don't even know about. One issue that I know of is the discrimination that the youth face from one another. After 9-11 many students developed a fear and hostility towards some people. I found out about this when I went to a Teen Town Hall Meeting hosted by State Senator Tom Torlakson. A major issue that the youth face at schools is peer pressure. Many children face the dilemma of whether or not they should smoke and drink lige their friends. This issue is something that I found out about talking with kids,at school. Other youth just need to have a place where they can communicate with people with common interests and need help in schoolwork, but don't know where to go. 3. How could you, as a CYC Commissioner, help address these issues' I feel that most issues that the youth faces are interrelated, therefore many of them can be solved through only a couple of programs. As far as discrimination goes, I feel that forums such as the Teen Town Hall Meeting are the best way to overcome this problem. However, we need forums similar to it in many parts of the community, so kids are open to everyone. For the peer pressure of smoking and drinking, there are programs in place such as the Youth Educators' Program where high school students speak with middle school students. We need to embellish upon the program through having students or CYC Commissioners talk with individuals and listening to people's point of view. It would also be helpful if the County could create after-school programs where students could help each other and receive help, which would also create a place where the youth could communicate their ideas. 4. What are your current community and school activities:' I have many extracurricular school activities including: Leadership\Student Government, taking classes at UC Berkeley and Diablo Malley College, Key Club, California Scholarship Federation, California Mathematics League, Business\Technology Academy, Student Senate, Tennis, and I enjoy playing the drums. My continuous community activities include: being a volunteer at the Public Library, being a mentor for the FourAC program, tutoring kids in mathematics, and attending to all of my duties as Co-president of the ICER Youth Group, and I enjoy attending the City of Antioch Planning Commission Meetings. Regardless of all of my activities, I have worked out time to give back to my community if I become a CYC Commissioner. 5. What special skills and talents would you bring to the work of the Commission? It is important that the Countywide Commission is diverse with everyone bringing their special skills, and that is why I feel that I am the perfect candidate. With my experience in Student Government, I have developed several skills relating to the Youth having a voice. At school the Leadership class needs to communicate with the entire school as the Youth Commission needs to address the issues of the entire County. I have learned that the key to communicate with a large amount of people is to beak them up and communicate with groups. Because of my position in the school, I have learned how to make friends, so I will be able to form quick partnerships. These and several of my other methods will be helpful in creating a partnership with youth and the Commission, however I will elaborate at a CYC Meeting. Additionally, I have many skills relating to computers and technology, which can be helpful to the Commission. If selected for the Youth Commission, I will incorporate my technological shills in my activities with the Youth Commission and revolutionize the way that the Commission does its business. NOTE: A Commissioner serves a two-year term. He/she is expected to attend an evening meeting once a month. A Commissioner also serves on two subcommittees (estimate one additional meeting plus task assignments per month) during the term. A Commissioner must have transportation to the meetings. This is about a 6-8 hour total commitment per month. Why do you want to be a member of the Countywide Youth Commission? I want to take a hands-on rale in the issues which are important to me and the youth in my area. I want to do more than just writing letters to the editor about my beliefs and working within my school's student government. I am also interested in government and politics and I believe that serving as a commissioner would be a good learning expearince for me. 2. List the three most important issues for youth in your area and how you found out about them. I believe that the three most important issues for youth in my area are. • A lacy of diverse options for after-school activities • A lack of exposure to diversity and the"real-world" A feeling that we(as youth) have little or no voice in the decisions being made for and about us. I have experienced all'three of these issues. Many times the only after-school options provided are sports, sports, and more sports. If someone wants to participate in the arts, academics,or ether things after school, they can't find those opportunities. In Orinda, where I live, we (as youth) tend to see a"white-washed"world,one without the diversity of race, opinion, etc. that is the actual world. I believe that this seriously handicaps us in our ability to relate to the more diverse, broader world outside of Lamorinda. Finally, I think the issue of the lack of youth representation is universal, and it takes groups like the CYC to remedy it. 3. How could you, as a CYC Commissioner, help to address these issues? I would work to coordinate countywide events, such as sports competitions, plays, art shows/classes, etc. that would bring youth from across Contra Costa together through common interests. I believe that it is possible to use common interests to bridge societal gaps. County sponsored after-school programs,as mentioned above, would also help on the issues of lack of after-school activities. Can the issue of youth representation, I would work to continue and expand programs such as Youth Vote. In addition, I would like to help create youth forums around the county and compile a report on youth concerns for presentation to the Board of Supervisors and to other elected officials. I would also work to coordinate the CYC's efforts with our state and national representatives. 4. What are your current community and school activities? I am the elected Student Body Treasurer at Orinda Intermediate School. I am also a member of the Leadership Class. I play soccer, both for the school and through my local recreation department. I am involved with theater and I am an employee at the Tilden Dark Merry-Go-Round. I am a member of the Orinda Teen Advisory Council and I have U worked on the school parcel tax campaigns for Measures B and G. I will also be a speaker at my 8'Grade graduation in June. 5. What special skills and talents would you bring to the work of the Commission? I would bring my passion and leadership abilities. € have taken Public Speaking/Debate classes and I will be taking an Introduction to Law class at UC Berkely over the summer. I have written numerous letters to the editor, and € worked with a local newspaper reporter to get an article about a school trip to Costa Rica published. I also have basic digital video editing skills. There are many reasons as to why I want to be a member of the Countywide Youth Commission, but the main reason has to be that I am currently serving on the Walnut Creek Youth Council which is somewhat similar to CYC and so I'd life to contribute to the next level by going from helping the city to helping the community. The Walnut Creek Youth Council is an advisory group to the Walnut Creek City Council& Park, Recreation& Open Space Commission on matters concerning or affecting the youth of Walnut Creek. I have really enjoyed the active role in the city community and would like to serve the county. I also am very active in many other different areas in my school& community and really enjoy it. 2. The 3 most important issues for youth in my area would have to be concerns with school funding (i.e. teacher equity, infrastructure, funds for students with disabilities, etc.), trust within our government and the people who serve our communities(i.e. Gary Condit issue), and generally a lacy of things to do in the area. I found out about these issues by simply asking friends and classmates, through the Walnut Creek Youth Council, and the Youth Advisory Council to Congresswoman Ellen Tauscher where we discuss youth concerns, plan community service events& town hall meetings. 3. Like 1 said, I am very actively involved in my school and community and have many means of addressing these issues by helping to plan forums where these issues can be first addressed but not just left at that. Carolina Salazar Cou[tywide Youth Council Application My name is Carolina Salazar, l live in Concord and have attended 13 different schools. l do a lot of community work (all listed in attached Interest Inventory) and this seems like the right thing for me. I want to be on the C.Y.0 because I feel I can truthfully represent the youth of my community. I have a lot of organizing, public speaking, event planning, networkina, and outreaching skills I can bring to the C.Y.C. I feel that these skills can help me accurately address the prohlems my community is concerned about. The biggest problem that my community is facing has been the lack of and/or misdistribution in funding of education. This has been shown through lack of resources, poor facilities, large class sizes, and poor curriculum. I've seen this issue in my school and realized it was big when I did youth surveys and focus groups with several different organizations. l feel if there was a youth network we could research how things break down create demands and map out a way to make the School District and California address this issue. Teen Town Hall: A group of selected youth, along with Senator Tom Torlakson and myself, put together a town hall in which teens could voice their concerns about unjust actions taking place in our community after September eleventh. • Campaigns worked on with all organizations _Skate Park and Recreation Campaign: C-Beyond worked with 50 youth of Concord to push the City Council towards building a skate park and recreation center. I helped plan rattles proposals and protests. As a result the Concord City Council is now in the process of building the skate park. No on Proposition 21: C-Beyond and I worked with organizations statewide to stop the passing of-this proposition,which would lead to the racial profiling and harassment of low-income youth of color. Although the proposition passed I feel I gained a lot of networking, organizing, and campaigning skills. No on daytime Curfew: This C-Beyond campaign against a daytime curfew for youths, turned out to-be a success.Through speaking at City Council meetings we were able to get the city to deny this proposal. Many students at Monte Vista High School never need worry about having too little; rather, our disposition of having; tiro iimch frames what should be our primary concern. Content within the nurturing walls of Danville,very few of us ever feel compelled to look beyond its safety. Cour distorted mindsets and skewed perspectives ultimately result in apathy, ignorance and vulnerability to harm. This epidemic becomes grossly apparent when many teenagers,asked to identify our current Vice President,are left speechlessly uninformed;when the majority of teenagers remain politically inactive well into their adult years,and--worst yet- show no signs of awareness about the ills that plague the world community and thus are never prepared to face those same ills in the future. Why I want to be a part of CYC I in no way believe that inhabitants of affluent areas need feel guilty about their privileged situations. Guilt does,however,become crucially appropriate when we fail to take full advantage of our opportunities to contribute for the greater good. Few of us in Danville realize the enormous potential in our lives or the avenues that are available to us for effecting positive change. Becoming a member of CYC and other programs with similar missions seems like the perfect opportunity for me to begin moving in the right direction. I realize that I may not be able to "change" the world,but I believe that the mere attempt or consideration to help is a positive decision for myself.Ten years down the line I don't want to look back at my life and discover squandered opportunities and potential. So I am eager to take full advantage of what's right in front of me. My Plans At the root of all these issues is a lack of awareness in both the political and social realm. Firstly, 1 believe that this political apathy stems from teenagers'common detachment from the political world. They believe that politicians and leaders are from a completely different side of the road; people who don't and won't care about the teenage world. As CYC Con nnissioner l would attempt to organize local conventions and Youth Vote Meetings geared towards teenagers,and possibly attract local politicians to these events,which might instill a sense of understanding between politics and teenagers. We believe issues such as rape,violence or teen pregnancy are only exclusive in urban areas or after-school specials. If it weren't for a friend and the true pain I saw in her as she struggled with one of these serious issues last year, I too would continue thinking that we are all invincible. Therefore,even though it may seem cliche,it still is important to organize speakers or write pamphlets that stress precautions necessary to avoid real life harms. Computer Center— have a computer center for all kids to learn how to type, install programs, research, use the intemet, and print reports. Like a Kinko's, but better because kids are also the teachers. I would attend meetings, learn what is available or needed and help make it happen. By writing articles, brochures, making calls or getting support or interest for the CYC. Community Activities Contra Costa Children's Chorus — member of Middle School Chorus in 6 and 8 Grade. Promoted to level 3 for next year in 9h grade. Includes teaming songs, sight-singing, choreography and performing at community events and concerts. In the Summer of 2003 we will go on tour to Hawaii! This Summer I am taking two weeps of sight-singing classes. Girl Scouts member since Kindergarten — last year earned Silver Award, included over 25 hours of community service and 25 hours in planning, organizing and hosting an International Fair for 600 people at Los Lomas High School in March, 2002. I have been promoted to Senior Girl Scout for next year, and we're planning Gold Award projects with our troop over next year or two. This requires developing leadership skills and 50 hours of community service. If selected, my service on the CYC would count toward a portion of this time. The Girl Scout Gold Award is equivalent to Boy Scout Eagle. We are planning a Career Fair in the fall of 2002 and a Multi-Cultural Festival in the Spring of 2003. I would like to be a member of CYC because it would be a great opportunity for me to utilize my skills and ideas as I pursue my leadership goals. I work best in diverse groups of people, and meeting with other ambitious youth from all around the county would be just perfect. I can broaden my thinking as I learn more about these different people. Then, I can understand how I can truly help make a difference. Being a part of commission like this can further lead me to my aim as a young adult, which is to make an impact, make a difference, in the lives of my peers. 2. How could you, as a CYC Commissioner, help to address these issues? There is so much hate in our community and it is all stemmed from pure ignorance. As a CYC Commissioner, I can help educate people on the many different beliefs of our youth by joining youth groups together to create a forum where teens can tell their own personal stories through songs, poetry readings, etc. This way, we learn about who our peers are and where they are coming from. Hopefully, teens can accept and appreciate one another through these events. Along with combating hate, the forum can also develop a sense of pride in an individual. Pride in oneself is something we as youth struggle with every day. This forum would be a great start in fighting ignorance. It is very important for our youth to receive a college education because with it, the possibilities can be endless. I am a part of the Early Academic Outreach Program (EAOP) put on by the University of California. With my EAOP counselors, I can make people aware of this program, and similar ones such as AVID and MESA, at a younger age. Students will definitely benefit if programs stick with them for a longer time. Also, as a member of EAOP, I meet college students who could come speak to high school and middle school students to help motivate them because many people do not get any kind of motivation at home or school to go far. Perhaps these academic programs can start making funds through student fundraising and donations from businesses to give financial aid to those who cannot afford without it in order to go on to college. Money should not be a factor in getting an education. These are some ways college programs can help a wider range of people, rather than only those who are considered "gifted." Beautification of our community can bring positive attitudes to our usual gloomy ones. Instead of fear prompting from graffiti-sprayed walls and gang signs, we can have bright outlooks from murals. As president of the West County Youth Action Council, l and the other members of the council, who are from different high schools, can make this one of our monthly projects. We can publicize the murals at our own schools and then many students can come together and have fun while doing something positive. This gives teens a goal to accomplish rather than wasting their time. We have many creative minds and artists among us,and murals would make out community look beautiful and maybe even give it the respect it deserves. 4. First as her World History and English instructor and now as her leadership coordinator. The leadership program at Juan Crespi is an academics and community service based program. Xuan Anh is one of the most conscientious students I have had the pleasure to deal with in my 30 years of teaching. She accepts each challenge with enthusasium and determination. She believes that she can make a difference and strives for ways to achieve that goal. She is Bilingual and Bi Literate. This is very important as she is able to deal with people from more than a single culture. Xuan Anh is always looking for ways to challenge herself. Presently she is taking an advanced math class at the community college as well as the prescribed Algebra at school. Xuan Anh is extremely Organized and this is an major asset when it comes to planning. Xuan Anh is not afraid to ask for guidance when she does not know how to accomplish a task. She, however, only needs to ask once and then she follows through. Xuan Anh plans on attending Middle College High School, a unique program that allows high school students the chance to grow in their career opportunities as well as to become involved in their community. Community service is a major aspect of the curriculum at Middle College as community service assists the youth in making life changing decisions. This year Xuan Anh has met her commitment to complete over 24 hours of community service. This is an unusual accomplishment for a middle school student. Xuan Anh is our present Student of the Month and is a charter member of the National Junior Honor Society at Juan Crespi Middle School.
