The Advisory Board has 19 members. The Internal Operations Committee (IOC) reviews the nominations for all seats on the Advisory Board except those reserved for specific public agencies. The IOC reviewed and approved the above nominations at its September 16, 2002 meeting and recommends appointment. Following is background information for each member, including Personal Data Sheets, applicants' addresses, and current PEHAB member roster. • Representing Seniors: REAPPOINT Doris Copperman, 3 Penrith Walk, Pleasant Hill, California 94523 as Seniors Representative to PEHAB for a term expiring May 31, 2006. Ms. Copperman taught secondary school mathematics for 27 years. Upon retirement, Ms. Copperman became active in women's issues as chair of the local National Organization for Women and the Family Planning Network, founding and heading the coalition for Reproductive Rights. In 1985, she became convener of the local Gray Panthers network, and in 1997 became National Secretary-Treasurer. Ms. Copperman has been active in the local New Health Care Coalition, which concerns itself with local health issues, and has been a participant in the Health Committee of the Advisory Council on Aging for approximately 16 years. Ms. Copperman has been a member of PEHAB since its inception in 1986. Currently, Ms. Copperman serves on PEHAB's Access to Health Care subcommittee. Representing Hazardous Materials Commission: REAPPOINT Marjorie Leeds, 4721 Pleasant Hill Road East, Martinez, California 94553, as Hazardous Materials Commission Representative to PEHAB for a term expiring May 31, 2006. Ms. Leeds has a Bachelor of Science in Safety Engineering and is employed by Shell Chemical Company in Martinez as Site Manager. Ms. Leeds' also serves as liaison to the Hazardous Materials Commission, utilizing her occupational health and safety background. Her community memberships and interests include the Martinez Lions Club, Martinez Historical Society, and the Muir Heritage Land Trust. Ms. Leeds has been a member of PEHAB since 1997. Currently, Ms. Leeds is a member of PEHAB's Environmental Health subcommittee. Ms. Croy's background in public health includes 26 years experience in health program development. For a number of years, Ms. Croy was an independent health care consultant to health service and managed care organizations, as well as consultant to medical centers, university hospitals, blood banks, and law firms in the analysis of HIV/AIDS-related legal issues. Ms. Croy is a member of DeltaKeepr, a local environmental agency working toward the preservation of the Delta waterways, the National Association for Healthcare Quality, and the American Public Health Association. Ms. Croy also sits on the Board of Directors for the Delta Mutual Water Company, which oversees operation of community wells delivering drinking water to 200 homes in East county, Ms. Cray has been a member of PEHAB since 1999 and is currently co-chair of PEHAB and chair to PEHAB's Access to Health Care subcommittee. • Representing Families and Children: REAPPOINT Mary H. Rocha, 3022 Rio Grande Drive, Antioch, California 94509, as Families and Children Representative to PEHAB for a term expiring May 31, 2006. Ms. Rocha is the East County Coordinator for The Perinatal Council. Many of her community accomplishments include 16 years as an Antioch School Board member, serving eight years as Antioch City Councilperson, including four years as Mayor, State Special Education Commissioner, founding member and president of the California Hispanic School Board Association, and member of the National Hispanic School Association. The Mary Rocha Child Development Center was named in Ms. Rocha's honor for her extensive community involvement to improve children's welfare in East County. She has also worked closely with the Contra Costa Childcare Council, Center for Human Development, STAND!, Healthy Start, and helped established a free dental clinic for children. Ms. Rocha has been an active member of PEHAB since 1993. BACKGROUND: The Public and Environmental Health Advisory Board is a 19-member board appointed by the Board of Supervisors in 1986 to advise the Health Services Department on community needs. This community-oriented Board seeks diverse representation from throughout Contra Costa County and includes constituents from to represent community members in categories including the following: older adults, children, business/industry, environmental organizations, labor and consumers. We also have professionals representing local voluntary agencies, the medical provider community, and immigrant populations. These representatives provide broad community knowledge and a wealth of experience and expertise in the health field. PEHAB's mission is to identify community health needs and to make recommendations to the Health Services Department on how to address these needs. In order to accomplish this, PEHAB strives to anticipate emerging public health issues and advocates for policies, services, and programs that will improve the community's health. PEHAB recruits new members by sending out press releases to local media and notices to community-based organizations, other coalitions and groups, and members of the Board of Supervisors. PEHAB members also recommend candidates. PEHAB is committed to diversity in its membership, and Centra Costa residents from a broad range of community and health settings are encouraged to apply. Candidates are asked to submit a written application, and upon receipt of the application, an interview is scheduled with a PEHAB member and staff to PEHAB. When interviews are completed, interviewers recommend to the Steering Committee the candidates who background and skills are the best match for vacant seats on the Board. Upon approval by Steering Committee, these candidates are contacted and invited to attend a Board meeting. PEHAB members then vete to approve forwarding these candidates' names and information to the Board of Supervisors via the Internal Operations Committee for appointment to PEHAB. f=iscal Impact: None.
