BACKGROUND: The Workforce Development Board (WDB) was created pursuant to the federal Workforce Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment Board and its predecessor, the Contra Costa County Private Industry Council, by June 30, 2000. The WDB has responsibility for overall workforce investment policy, a workforce development plan and oversight of the One-Stop Career Center system. Under the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 37 seats and 35 members (two members serve in a dual-capacity). The Internal Operations Committee (IOC) screens all WDB nominations. The IOC, at its September 16, 2002 meeting, reviewed and approved the nominations to reappoint the incumbents specified above. The IOC recommends reappointment of these individuals to the Board of Supervisors. Wetter, Executive Director Workforce Development Board Subject: Reappointments to Workforce Development Board This memorandum requests that those Workforce Development Board (Board)members listed in Table 1 be reappointed for their second term to the Board by the County Board of Supervisors. The Board approved these reappointments at its July 15, 2002 meeting. Article III J of the Workforce Development Board's bylaws states that one-half of the Board's members shall serve for a term to June 30, 2002 and one-half of the members shall serve until June 30, 2003. Board members may serve for up to three successive two-year terms, except for Board members who represent One-Stop Mandated Partners, who do not have term limits. Nineteen of the Board's 37 seats have a first-term expiration date of June 30, 2002. Twelve Board members are seeking reappointment,three Board members have declined reappointment; and four Board members have either resigned or are no longer eligible for Board membership due to business or residency changes. After the Board approved these reappointments, Mr. Bob Beck informed me that he no longer wanted to be reappointed and that another person would be appointed to represent the Contra Costa County Adult & Continuing Education Coordinating Council. For this reason, we will not be forwarding his name to the Internal Operations Committee. Therefore, the Internal Operations Committee is being asked to reappoint eleven current members of the Board. Wetter, Executive Director Workforce Development Board Subject: Reappointments to Workforce Development Board This memorandum requests that Mr. Tony Barone not be reappointed to the Workforce Development Board(Board), as indicated in my August 2, 2002 memorandum to you. Mr. Barone informed me on August 5 that he is resigning from the Board. It seems to me that it would be logical to simply not advance his name to the Internal Operations Committee.
