Approval of Contract #74-094-3 with Center for Applied Local
Research
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-094-3 with
Center for Applied Local Research, a Non-profit Corporation, in an amount
not to exceed $50, 000, to provide evaluation services for the Federal CSAT
funded Substance Abuse and Mental Health Services for Women Project, for the
period from October 1, 2002 through September 30, 2003 .
FISCAL IMPACT:
This Contract 100. Federally funded by the Substance Abuse and Mental Health
Services Administration (SAMHSA) , Center for Substance Abuse Treatment
(LSAT) Grant .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On November 6, 2001, the Board of Supervisors approved Novation Contract
#74-094-2 with Center for Applied Local Research, to provide professional
evaluation services to the Department with regard to the Substance Abuse and
Mental Health Services for Women Project, including, but not limited to, the
design of data collection and client interview instruments, administering
data collection and client satisfaction surveys, and providing written
evaluation reports, for the period from October 1, 2001 through September
30, 2002 .
Approval of Contract #74-094-3 will allow Contractor to continue providing
professional evaluation services to the Department, through September 30,
2003 .

Pathology Group
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S)
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
Amendment Agreement #22--776-3 , with the Speech Pathology Group, a
Corporation, effective September 1, 2002, to amend Contract #22-776-
2 , to increase the total Contract Payment Limit by $20, 000 from
$38 , 220 to a new total payment limit of $58 , 220 .
FISCAL IMPACT:
This Amendment is loot funded by Third Party Revenues .
BACKGROUND/REASON(S)FOR RECOMMENDATION(S) :
Many of the infants and toddlers participating in George Miller
Center (GMC) early intervention services have oral, motor, feeding
and speech delays . The GMC program services are considered
comprehensive early intervention services which address the global
developmental needs of the children. The agency who authorizes the
services, refers clients, and provides funding (Regional Center of
the East Bay) requires that GMC provide these services . On July 16,
2002, the Board of Supervisors approved Contract #22-776-2 with The
Speech Pathology Group, to provide speech therapy services at the
George Miller Centers, for the period from July 1, 2002 through June
30, 2003 .
Approval of Contract Amendment Agreement #22-776-3 will allow
Contractor to provide additional speech therapy services through
June 30, 2003 .

RECOMMENDED ACTION
Approve and authorize the Health Services Director, or his designee
(Kathryn Grazzini) , to execute on behalf of the County, Contract
Amendment Agreement ##26-337-6 with Lighthouse Staffing Inc. , a
Corporation, effective September 1, 2002, to amend Contract ##26-337-
3 (as amended by Contract Amendment Agreement #26-337-5) , to
increase the total Contract Payment Limit by $20, 000 from $85, 000 to
a new total payment limit of $105, 000 .
FISCAL IMPACT:
Funding for this contract is included in the Health Services
Department Enterprise I budget . As appropriate, patients and/or
third.-party payors will be billed for services.
BA.CKGROUND/REASONI ) FOR R,ECOI'MMPATION{S} :
For several years the County has contracted with registries to
provide temporary licensed medical personnel to assist the Hospital
and Health Centers during pear loads, temporary absences and
emergency situations .
On December 18, 2001, the Board of Supervisors approved Contract
#26--337-3 (as amended by Contract Amendment Agreement #26-337--5) ,
with Lighthouse Staffing, Inc. , for the provision of temporary
Medical ,Social Workers, to ensure appropriate care for patients at
Contra Costa Regional Medical Center and Contra Costa Health
Centers, for the period from December 1, 2001 through November 30,
2002 .
Approval of Contract Amendment Agreement #26-337-6 will allow the
Contractor to provide additional temporary registry services,
through November 30, 2002 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Jeff Smith, M.D. ) , to execute on behalf of the County, Contract
Amendment Agreement #26-423-1 with Transcend, a Corporation, effective
August 1, 2002, to increase the total Contract Payment limit by $20, 000
from $1.5, 000 to a new total payment limit of $35, 000 .
FINANCIAL IMPACT:
This Amendment is 100°s funded by Federal Health Resources Services
Agency (HRSA) Grant .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
In October 2001, the County Administrator approved and the Purchasing
Services Manager executed Contract #26-423 with Transcend for the
period. from September 1, 2001 through August 31, 2003, to provide
translations services with regard to patient handouts, as requested by
County, including brochures, flyers, and education, and any new signage
for patients at the Martinez Ambulatory Care Center.
Approval of Contract Amendment Agreement #26-423-1 will allow
Contractor to provide additional translations services, though August
31, 2003 .

(Neff Smith, M.D. ) , to execute on behalf of the County, Contract #26-
450 with Pri-Med Healthcare, Inc. , a Corporation, in an amount not to
exceed $150, 000, for the period from September 1, 2002 through August
31, 2003, to provide temporary-help physician (Psychiatry) services
for the Main Detention Facility.
FISCAL IMPACT:
This contract is funded in the Health Services Department Enterprise
I Budget .
BACKGROUNDIREASON(S) FOR. RECOMMENDATION(S) :

Under Contract #26--450, Contractor shall provide temporary physician
