SPECIFIC REQUEST{S}OR RECOMMENDATION{S}&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND the contract with ,San Francisco State University Bay Area Academy (#21-794-1) for regional recruitment and retention project services by extending the contract term to October 31, 2002. FINANCIAL IMPACT: No additional costs. BACKGROUND: During FY 2001/2002, the Employment and Human Service Department (EHSD) participated as one (1) of twelve (12) counties funding the Recruitment and Retention Project for a total project budget of$258,500. The project researches and develops strategies to identify problems in social services recruitment and retention, recommends specific policy and protocol, implements and provides technical assistance to the internal infrastructure, and develops a clearinghouse for recruitment inquiries. REASONS FOR RECOMMENDATIONS/RACRGROUND: For several years the County has contracted with registries to provide temporary medical professionals to assist Contra Costa Regional Medical Center and Contra Costa Health Centers during peak loads, temporary absences, and emergency situations. There is a nationwide nursing and healthcare staff shortage, and in spite of persistent efforts to recruit nurses and other healthcare staff, the Department has experienced great difficulty in filling any vacant positions . Therefore, the Department has had to rely heavily on the registry services in order to provide quality nursing care for patients . Under Contract #26-459, Southern Nursing, Inc. will provide temporary nursing services, as requested by the Department, through August 31, 2003 . Approval of this Modification Amendment #26-398-2 (Modification #1/#V261S-0426) , will allow Contractor to continue providing Dermatology services, through September 30, 2003 . The Contract documents have always been prepared by the Veterans Administration.
