RACKGROITND! On July 25, 2000, the Board of Supervisors authorized the Employment& Human Services Department (EH SD, on behalf of the Workforce Development Board (WDB) to apply for and accept the U.S. Department of Labor (DOL) H 1 B Skills Training Grant in the amount of$2,295,526. On August 30, 2000, DOL awarded the County $2,220,018 to implement the SEIU Local 250-Kaiser Permanente Partnership's Career Training Program.. The project will train 280 entry-level allied health workers and 30 licensed vocational nurses, represented by the Local 250, to advance their careers on-the-job at Kaiser Permanente facilities in Northern California. Effective July 31, 2002, the U.S. Department of Labor (DOL) modified the H,7 rainin Grant by extending the contract performance period to July 31, 2003. The Volunteer and Emergency Services Program of the Employment and Human Services Department (EHSD) fundraise and obtain in-mind donations to provide emergency supplemental resources to stabilize low-income families and individuals in crisis. Services include emergency food assistance, Adopt-a-Family, Holiday Assistance Program, Bach-to-School Give Away, Kitts Day, Camp 4 Kids, and the Ready-to-Work Clothes Closet(RTW). RTW, a countywide program of the Nest County Volunteer and Emergency Services provides business clothing for men and women seeking employment. RTW services include professional image consultation, employment presentation guidance and interview skills, volunteer work experience, workshops and seminars addressing barriers to employment, skills to obtain employment, and workplace skills assistance for employment retention. FY 2001/2002, RTW created multiple Clothes Closet sites for men and women in 'Nest, Central and East County. Ms. Nimfa Damm will provide Administrative Associate services to the Volunteer and Emergency Services Program, West County managing the overall office functions, compiling programmatic and financial reports, and organizing current and developmental programs. The Electronics Benefit Project is a complex, labor-intensive,high profile project that depends upon the public and private sectors to change to electronic delivery of Ca1WIN and General Assistance cash and Food Stamps. Participation by, and cooperation of retailers, banks, County departments(Employment and Human Services Department, Treasurer, Auditor-Controller, Information Technology),the State Project Team and Vendor, clients and community organizations is a necessity. The Employment and Human Services Department(EHSD) must coordinate efforts and manage the completion of activities, including those of work groups, and technical, policy, and operational staff to meet the State Project requirements. Impacts include changing district office operations; installing special equipment; changing and testing the current welfare automation system; establishing system connectivity among the banking infrastructure, retail, EBT, County, and State systems; converting current clients system cases; providing debit cards and personal identification numbers to clients; staff and client training, system conversion of cases; client and community outreach; project status monitoring and reporting; leading work groups; issue resolution; and reviewing and completion of project deliverables. The State has recognized the workload and importance of the project and is providing funding to cover staff required to meet the time frame for completion of the EBT implementation and the State's commitment to federal Food and Nutrition Services, the agency mandating EBT. RAC' GROUNDt The Workforce Investment Boards of Contra Costa, Alameda, City of Oakland, and City of Richmond are collaborating to conduct a two county regional Rapid Response Employer Needs Assessment Survey for FY 200212003. The Survey will provide information to determine current and future workforce needs and assess the business climate and employers' awareness of available business resources. The survey analysis will be presented at the "Future Workforce II" business conference and community forums will be held to connect business, education, labor, and workforce agencies to develop strategies for addressing identified business needs. The Workforce Development Board of Contra Costa County will review the Survey results and develop workforce development strategies relating to the Workforce Development Board's Local Plan and Initiatives in Contra Costa County. Consumer education and money management services will assist families in establishing a plan to meet living expenses and monthly obligations, thereby, reducing stress on the family unit. BA .KGRQITND: Consumer Credit Counseling Service of the East Bay developed and implemented a successful program in Contra Costa County to address the money management needs of CaIWORKs participants. The agency provides counseling and debt management services emphasizing the need for money management education to "break the cycle"of financial hopelessness. The Employment and Human Services Department recognizes the need for these services and seeks to continue the money management educational program. Personal financial difficulty can impede a CaIWORKs participant's ability to retain long-term employment and housing. Consumer Credit Counseling Service of the East Bay has 35 years of experience providing financial counseling and debt management to the low-income population. The program assists CaIWORKs participants to develop an action plan to meet living expenses and enables them to establish and accomplish financial goals. The contract provides for payment for the availability of money management educational sessions. Services to individuals, such as,personal debt management, credit report counseling and checking account acquisition will be paid out of the CaIWORKs case as supportive services. To allow the Department to develop an appropriate fiscal year budget, the contract term has been reconciled to reflect the fiscal year as opposed to overlapping from one fisc4yar to another. BACKGROUND: In March 2002, the Workforce Development Board and its Youth Council announced through RFP # 1054 the availability of Workforce Investment Act (WIA) funds to support the Out-of-School Youth Development Program. This program will focus on providing services and activities to eligible out-of-school youth between the ages of 14 and 21 that would prepare them for employment and educational opportunities. In its May 28, 2002 meeting, the Workforce Development Board, through its Youth Council, approved the allocation of funds for this program and the selection of Mt. Diablo Vocational Services (MDVS), a division of Rehabilitation Services Of Northern California (RSNC), to provide comprehensive youth development services to eligible out-of-school youth in Central County. MDVS, in collaboration with Family Stress Center, will operate the Central County Youth Gang Prevention Program. R A CKORDI TND In March 2002, the Workforce Development Board and its Youth Council announced through RFP # 1064 the availability of Workforce Investment Act (WIA) funds to support the Out-of-School Youth Development Program. This program will focus on providing services and activities to eligible out-of-school youth between the ages of 17 and 21 that would prepare them for employment and educational opportunities. Central Labor Council of Contra Costa County (CLC) was selected through this competitive bid process to provide comprehensive youth development services to eligible out-of-school youth in West County. CLC, in collaboration with the Contra Costa Building and Construction Trades Council, will operate the Youth Apprenticeship Opportunities Program. The goal of this program is to provide eligible out-of-school youth exposure to the building trades industry by offering apprenticeship and other job skills training. Services will include: outreach and linkages, recruitment, assessments, job skills training, mentoring and job placements. This program expects to serve at least 25 youth and place 9 into unsubsidized employment. BACKGROUND: The Workforce Investment Act of 1998 brought significant changes to the delivery, type and length of youth services. The Act eliminated the traditional summer jobs program under the DTPA system, while mandating a continuum of ten academic and occupational service elements to be provided year-round which must include a summer job element. Contra Costa County Office of Education (CCCOE) was selected following a competitive bid process (RFP #1058) to provide comprehensive Workforce Investment Act (WIA) mandated youth development services to eligible in-school youth aged 14 to 21. In Aug. 2002, the WDB, through its Youth Council, authorized renewal of this contract and the allocation of funds for this purpose. This Board Order will allow the Workforce Development Board to continue youth development services for in-school youth provided by the County Office of Education. This contract expects to serve a minimum of 218 eligible youth. As part of the FPSP program, the contractor will provide post-adoptions support groups and childcare in East, West, and Central County to parents who have adopted children. BACKGROI ND! The Board approved the three-year Family Preservation and Support Program(FPSP)plan on June 15, 1999, as approved by the Executive Committee of the Policy Forum. Family Stress Center(FSC)provides post-adoptive services under the FPSP plan. Services include the facilitation of support groups for parents, children's therapy groups, individual case management, childcare, referral service and the development of client-initiated and self- led support groups. FSC expanded their services this year and developed more resource centers within the County that will support adoptive families. This Board Order will authorize Employment and Human Services (EHSD)to increase funding for this contract to meet the growing needs of adoptive families in the County. RAnC'KGROUNNDo The In-Home Supportive Services (IHSS) Public Authority operates a registry of available providers and performs administrative functions such as recruitment and screening, referral services, consumer and provider training and other support services to both IHSS consumers and providers. People Focus, Inc. was selected to develop and administer a consumer satisfaction survey for the Public Authority, following a competitive bid process (Request for Interest# 162). Services include survey planning, design administration, collection, compilation and analysis of data, action planning and monitoring. The scope of the survey project has been expanded and will now run through June 30, 2003. This Board Order will extend the contract term and will increase funds to cover the additional printing and mailing costs as well additional administrative expenses. Funds for this contract are included in Public Authority's 2002/03 approved budget.
